Tetra Tech International Development (International Development Jobs - Tetra Tech) is currently accepting expressions of interest from qualified candidates for a potential Director of Monitoring, Evaluation, and Learning (MEL) position on an anticipated USAID-funded program in Egypt.

Position Description/Summary:

USAID/Egypt is in the process of designing a new multi-year climate change adaptation activity to support the Government of Egypt (GOE) to enhance climate readiness through improved resilience planning and management within the water and wastewater sector. Specifically, this activity seeks to enable resilience of water and wastewater utilities by supporting a set of complementary activities that will achieve the following objectives:

Objective 1: Improved evidence-based policymaking for water and wastewater utility resilience;

Objective 2: Improved implementation of adaptation strategies at selected governates; and

Objective 3: Increased awareness about climate change in selected communities.

Working under the direction of the Chief of Party (COP), the Director of MEL will provide leadership and monitoring and evaluation oversight across activities. Tetra Tech seeks candidates with expertise in the areas of monitoring and evaluation, learning and knowledge management, and experience in the water and wastewater utility sector and/or climate change resilience.

Responsibilities:

* Collaborate with the COP, the DCOP, and technical team members on annual planning, definition of outputs, outcomes, and results, as well as other deliverables involving water and wastewater utility and climate change related data and indicators;

* Ensure compliance with MEL Plan and rigorous review and update of the MEL Plan each year;

* Ensure data quality, rigor, and relevance for all approved indicators and preparation/validation of detailed indicator reference sheets;

* Support formulation and implementation of project-level collaboration, learning, and adaptation efforts;

* Collaborate with COP, Deputy COP, and technical team members in the design of evidence-based research and data collection activities focused on the objectives above;

* Support creative and high-quality project communications; and

* Support staff and partners in collecting, reporting, and verifying that data and indicators meet Tetra Tech and USAID quality standards.

Minimum Qualification Requirements:

* Minimum bachelor’s degree or higher in related field;

* Minimum five (5) years of demonstrated leadership of MEL tasks and teams;

* Familiarity with academic research methodologies and data collection, as well as theory of change and results frameworks;

* Demonstrated ability to make recommendations and provide guidance to senior management through holistic analysis;

* Experience in MEL with donor-funded projects; USAID-funded projects strongly preferred;

* Professional proficiency in Arabic and English is required; and

* Qualified applicants from Egypt highly encouraged to apply.
