1.About IRC
The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Today, 13.4 million people in Syria - more than half of the country's population - are in need of humanitarian assistance with needs increasingly being exacerbated by economic decline. Of these, 6.8 million are refugees and asylum-seekers who have fled the country. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.
IRC is offering a robust humanitarian response to the Syria crisis a rapidly expanding portfolio, supported by more than 1000+ staff in Syria Country Program. IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, early childhood development, education, women’s protection and empowerment, non-food items and food distribution, cash assistance, water and sanitation, protection and rule of law, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.

• Resume / Consultant profile
• Detailed technical proposal describing the methodology and the topics which will be covered.
• Samples for similar provided services.
•     Financial proposal taking into consideration all service expenses such as accommodation, transportation, meals... etc. The consultant will be responsible for all service expenses such as accommodation, transportation, meals... etc.  IRC will handle all logistical expenses including venue, coffee breaks, lunch, and stationery.
• Name and contact details of three professional references related to a similar experience.

4. Project Location(s)
Gaziantep, Turkey (Including a few remote activities)
5.Purpose / Project Description
This consultancy is designed to provide assistance to IRC's partners in Northwest Syria. It will involve delivering comprehensive training that covers major advanced areas in vendor management. In addition, the consultant will mentor six local organizations in the development of their current procurement policies and standard operating procedures.
6.Objectives
•Training: Enhancing the skills and knowledge of IRC partners’ procurement and supply chain staff in effectively managing vendors. The consultant will focus on imparting practical insights and strategies related to vendor selection, performance evaluation, and maintaining strong supplier relationships.
•Coaching/mentoring: Supporting IRC local partners in improving their procurement system to meet international standards through reviewing the existing policies and SOPs and providing detailed, comprehensive recommendations. 
7.Training Content
The vendor management training will cover the following key areas:
1.Vendor Evaluation and Selection
2.Vendor Performance Measurement
3.Effective Negotiation Techniques
4.Supplier Relationship Management
5.Risk Mitigation and Procurement Ethics and Compliance
8.Training Methodology
The consultant will use a combination of interactive presentations, case studies, practical examples, and group exercises. The Participants will have an opportunity to discuss ideas, apply skills, and engage in practical learning.
Training language is Arabic and English
9.Detailed Deliverables and Timeline
•Provide 4-5 days advance training to IRC NWS/Turkey partners in Gaziantep.
•Review the procurement policies and SOPs for 5 local partners.
•Provide a detailed report for each of the 5 organizations that includes areas of weakness, and recommendations ( including one presentation session and at least one follow-up session )

Minimum Qualifications:
10.Consultant Background
•Bachelor's and preferably master’s degree in supply chain and procurement.
•More than seven years of extensive experience in supply chain and procurement, preferably with humanitarian and/or development organizations.
•Strong understanding of local Syrian organizations' context
•Strong knowledge of European and American Donors' supply chain regulations 
•Strong knowledge of organizational development.
•Strong presentation, facilitation, and training skills.
•More than three years of experience in training and coaching.
•Fluency in Arabic and English is required 
11.Key Working Relationships
The consultant will work closely with the Capacity-sharing Senior Manager and Partnership Supply chain Manager.
12.Timeline and Payment 
The service should be delivered within 45 days starting from the day of signing the contract and payment will be made upon completing the requested deliverables.
