Overview

Jhpiego is seeking a Sr. Advisor, Global Health Technical Proposal Design to work together with technical and program staff in oversea country offices and Baltimore to lead the design process on specific proposal opportunities. The Sr. Advisor, Global Health Technical Proposal Design provides strategic guidance and advisement for country offices, proposal and technical teams to ensure Jhpiego’s successful completion and responsiveness of the most complex, visible and competitive proposals. The Sr. Advisor, Global Health Technical Proposal Design serves as a design lead or contributing writer on specific proposal opportunities. They will lead and facilitate project design, participate in effective leads preparation and conduct in-country capture trips to inform proposal design.

The Sr. Advisor, Global Health Technical Proposal Design enables Jhpiego to develop, implement and continually improve processes which enhance the efficiency and effectiveness of proposal preparation, with emphasis on design, content presentation, facilitation and writing. This includes building Jhpiego’s capacity to assess consistent factors that contribute to our competitiveness and consistently realize strong positive feedback from donors, which result in new investments. They will work across a wide variety of technical areas, including integrated health projects.

The Sr. Advisor, Global Health Technical Proposal Design provides leadership to proposal teams and NPD unit teams on design; builds, develops and strengthens Jhpiego’s Baltimore and country office capacity in NPD; uses critical thinking skills to help shape organizational positioning for future business; exercises a high level of independence in designing and facilitating design sessions, workshops and other trainings within and outside Jhpiego. The selected candidate will work with colleagues on crafting messages and pitches to donors to advocate for furthering or implementing Jhpiego’s strategy.

Responsibilities

  • Lead the proposal design process and decision making related to conceptual frameworks and program approaches which draw on proposal team insight, program learning, evidence base, design thinking, systems thinking and related best practices.
  • Lead strategic positioning or capture, design, and collate inputs from proposal team during the ‘leads’ development phase of upcoming procurements including constructing a competitive consortium.
  • Lead the development of win themes and/or unique value proposition which distinguishes the organization and provides a clear choice for donor funding.
  • Serve as section writer for technical narrative of new funding opportunities (open, competitive procurements as well as concept notes and invitations from donors), working with teams. composed of technical and program staff to produce a proposal that is cohesive, responsive to the donor, and compelling.
  • Lead and/or contribute to the establishment, improvement, and dissemination of processes, tools, and templates for writers that will help prepare detailed and responsive technical proposals.
  • Utilize critical thinking and analysis of contextual conditions, Jhpiego assets and donor preferences to differentiate Jhpiego and optimize our case for funding support.
  • Drive and/or support conceptualization, creation and/or visualization of graphics (e.g., theory of change, log frame, conceptual framework) within the technical narrative, in collaboration with design lead, and orient teams as needed.
  • Taps understanding of our competitive market using critical thinking skills to help shape organizational positioning for future business.
  • Develop and/or lead special projects either within NPD, or with relevant staff appointed from each department, including global programs, information technology team, human resources and finance and administration.
  • Help to identify factors that contribute to Jhpiego’s competitiveness and work with proposal teams to address gaps.
  • Critically assess organizational assets and challenges in the market and match with potential solutions from partners.
  • Advocate internally and across consortium partners, as appropriate, to assure designs, staffing and teaming reflect our best ideas, even if they challenge entrenched assumptions.
  • Support capacity strengthening activities for country teams to improve their ability to design donor-responsive proposals.

Required Qualifications

  • Clinical or advance degree in public health, medicine, international development.
  • Demonstrated record of leading design of successful proposals or other products to support resource mobilization efforts.
  • 11+ years' experience in designing, implementing or managing public health projects.
  • Demonstrated success working with cross-functional teams of clinicians, public health specialists, and program managers, prioritizing needs, developing action plans and executing initiatives.
  • Demonstrated success building, facilitating and/or leading cross-functional teams of clinicians, public health specialists, administrators, and finance specialist prioritizing needs, developing action plans and executing initiatives.
  • Strong ability to extract and synthesize technical and programmatic inputs from experts and stakeholders including partners, country office staff and home office staff and coalesce into a strategic approach (logframe and/or theory of change /conceptual framework) that results into a strong technical narrative, aligned with donor priorities.
  • Deep experience conceiving and implementing projects in low resource settings, including as a project director or technical director.
  • Ability to assess competitive composition of partnership.
  • Ability to efficiently assess responsiveness of narrative to donor requirements, identify and address gaps with core proposal team.
  • Strong change management, results-oriented and decision-making skills.
  • Experience and understanding of multiple donor priorities including CDC, USAID, and private sector donors.
  • Excellent interpersonal, writing and oral presentation skills.

Demonstrated ability to:

  • Articulate cogent, concise and compelling proposal narrative from technical and programmatic design inputs, aligned with proposal win themes and organizational value proposition
  • Efficiently assess responsiveness of narrative to donor requirements, identify and address gaps with core proposal team.
  • Effectively convey information about project needs, in many cases to those who might be unfamiliar with the details.
  • Engage content experts to extract, synthesize and articulate program and technical insights into compelling narrative.
  • Creatively design proposal development sessions with internal staff and external organizations, including local groups.
  • Translate needs into new approaches and processes to elevate organizational effectiveness.
  • Strong change management, results-oriented and decision-making skills to represent the interests of donors and clients based on direct experience to strengthen narrative and related team input.
  • Acumen interpreting and translating donor priorities, interests and frameworks into responsive proposal narrative.

Preferred Qualifications

  • 15+ years field experience in one or more regions (Africa, Asia, and/or Latin America).
  • Fluency, oral and written, in a second language French (most preferred), Portuguese or Spanish.
  • Ability to unlock teams stuck on tough design issues; positive, constructive problem solving; creative facilitation and learning methodologies.

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience.
