Background:

The work of the OSCE Programme Office in Bishkek (POiB) focuses on a range of security issues, from countering terrorism, border security and transnational threats such as human trafficking to developing the country’s regions, strengthening efforts to combat corruption on all levels, as well as supporting the reform of the justice sector, implementation of election reform, gender equality and building open and resilient societies.

The OSCE Programme Office in Bishkek (POiB) is seeking experienced local expert (practitioner) in data collection and analysis, to prepare and conduct a training on information analyses, contemporary database management techniques and the use of advanced analytical software, including ArcGIS and SAS Planet and to develop relevant manual (ArcGIS is an online geographic information system (GIS) software SAS. Planet is a program designed for viewing and downloading high-resolution satellite imagery and conventional maps submitted by such services as Google Maps).

 

Objective of Assignment: 

The objective of this assignment is to enhance the analytical capabilities of the officers of the Border Service of the State Committee for National Security of the Kyrgyz Republic (BS) by providing a training on advanced analytical software (ArcGIS and SAS Planet) usage and developing a manual on information and geospatial data analysis.

 

Duration of Assignment:
2 months.

 

Tasks and Responsibilities:
Under the overall supervision of the National Border Management Officer, the successful candidate will be tasked with the following duties:

  1. Develop the programme for the training for State Border Service officers;
  2. Develop a manual, taking into account the needs of the State Border Service and the functional capabilities of the “SAS Planet” geoinformation system. Adapt the manual to the BS in accordance with local legislation;
  3. Conduct a training session on the operation of “SAS Planet” with officers of the State Border Service;
  4. Prepare a training video on SAS Planet usage.


Deliverables:

  • Submitted SSA deliverables report and related information materials as a result of consultancy performance; 
  • Prepared training programme;
  • Developed and adapted manual for system usage;
  • Conducted training session for BS officers;

Necessary Qualifications:

  • University degree in Sociology, Information Technology, Data Analytics, or related fields;
  • Proficiency in using ArcGIS, IBM iBase, SPSS or SAS Planet software;
  • Experience conducting training courses on specific subjects related to information analysis;
  • Minimum 8 years of professional experience in law enforcement, security field and information analysis;
  • Experience working with security forces, law enforcement agencies and international organizations;
  • Professional fluency in Russian with excellent communication (both oral and written) skills; professional fluency in Kyrgyz would be an asset;
  • Proven ability to successfully interact and establish a working relationship with government officials;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

 

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
