Organizational Setting

In the framework of the cooperation initiatives between the Food and Agriculture Organization of the United Nations (FAO) in Brazil and the Ministry of Environment (MMA), represented by the National Secretary of Traditional People and Local Communities and Sustainable Rural Development, both institutions have agreed on the elaboration and later implementation of a technical cooperation project (PCT, in Portuguese) in the UTF modality (Unilateral Trust Fund), to be designed according to FAO's Handbook and the Brazilian Government's international technical cooperation norms.

Technical Focus

The UTF to be designed should address the following thematic focuses\: agroecological transition as a strategy for environmental conservation resilient to climate change; training and capacity building of local agents and rural extension technicians with integrated approaches related to agroecology, agro-extractivism, environmental services and adaptation to climate change; methodologies and indicators to measure, certify and audit the provision of environmental services; support the consolidation of local territorial governance instruments; solidary cooperative arrangements aimed at reaching differentiated markets; management of rural landscape and strategies for reconciling interests between the different actors in rural territories; structuring mechanisms to promote the adoption of biological based agricultural practices; strategies for monitoring emergencies and impacts of pesticide use on the environment and health; and supporting the development of community-based tourism projects.


Tasks and Responsibilities

• Prepare the Project Concept Note, according to the template provided by FAO and incorporate comments made by FAO officers.
• Elaborate the UTF Project Document (Prodoc) from the template provided by FAO
• Systematize inputs provided by MMA and FAO and identify the technical support needs to be met by the technical cooperation project.
• Incorporate into the project document the adjustments requested by MMA, the Brazilian Cooperation Agency of the Ministry of Foreign Affairs (ABC/MRE, in Portuguese), and FAO.
• Field visits, if necessary.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING\:


Minimum Requirements

• Bachelor’s degree in in Forest Engineering, Biology, Environmental Sciences, Agronomy, or related areas.
• Professional with, at least, 5 (five) years of proven work experience in designing technical cooperation projects for international organizations, donors, and/or Brazilian public entities.
• Working knowledge (level C) of English or Spanish and working knowledge of Portuguese.
• Brazilian Nationality or other legally authorized to work in Brazil.

Technical/Functional Skills

Desirable experience of at least 5 (five) years with the preparation and or management of of environmental technical cooperation projects or programs in Brazil.
MSC in Forest Engineering, Biology, Environmental Sciences, Agronomy, or related areas.
