Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191 member National Societies. The IFRC is part of the International Red Cross and Red Crescent Movement (the Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality. At Geneva level, the Health and Care Department’s (HCD) New Strategic Direction 2023 focuses on Health Systems Strengthening and WASH Systems Strengthening through four pillars: Global Health Security, Global Health Protection (UHC), Global WASH Services and Transformative Partnership.

 

The Global Health Protection (UHC) pillar houses and chairs the Alliance for Malaria Prevention (AMP), a partnership of more than 40 organizations, including government, private sector, faith-based and humanitarian organizations, focused on three main activities: (1) coordination of partners involved in insecticide-treated net (ITN) campaign and continuous distribution activities; (2) development of operational guidance for planning and implementing of ITN distribution based on an iterative process; and (3) providing technical assistance to national malaria programmes and partners based on requests. AMP’s activities support achievement of the WHO Global Technical Strategy (GTS) targets for high coverage and use of ITNs. AMP is a workstream within the RBM Partnership to End Malaria. Harnessing the global leadership and management systems of IFRC, AMP is uniquely positioned to support and advance country-level efforts to optimize ITN distribution and ensure that the right nets reach the right people at the right time through both campaign and continuous distribution channels.

 

The Nigeria National Malaria Elimination Program (NMEP) is responsible for planning, coordinating and overseeing malaria activities in the country and across partners and interventions. A major aspect of NMEP’s work plan is ensuring that populations at-risk of malaria have access to ITNs for malaria prevention, which are typically distributed through mass campaigns. In 2024 and 2025, the NMEP will be responsible for the coordination, monitoring, and oversight of a significant number of ITN campaigns. With the increased number of campaigns, there is a need for the NMEP to be supported for planning, implementation, coordination and monitoring of the ITN campaigns, including ensuring compilation and documentation of experiences and lessons learned from innovative approaches, following up on critical actions from coordination meetings, ensuring state use of the tracking system and compilation of information for ITN Expert Group meetings and other activities.

Job Purpose

The overall objective of this consultancy (which will be filled by a national, junior consultant) is to support the NMEP’s Integrated Vector Management (IVM) Unit and specifically the ITN focal desk to ensure that planned ITN campaigns stay on track, to support coordination of partners and information in a centralized tracker for review during IVM and ITN Expert Group meetings, to support planning and implementation of activities targeted states and to collect and compile lessons learned and recommendations, particularly for new approaches such as ITN deprioritization, use of GIS maps for microplanning, clustered lot quality assurance sampling for end process monitoring, ITN/seasonal malaria chemoprevention integration and waste management and end-of-life nets (EOLINs).

Education

Required:

  • First-level university degree required, preferably in a relevant field for supporting project planning, implementation and monitoring, including information technology (IT) and monitoring and evaluation (M&E).

Experience

Required:

  • At least four years of experience with planning, implementation and monitoring of ITN campaigns.
  • Demonstrated experience with directly supporting/working with national malaria programs.
  • Demonstrated experience of managing different stakeholder expectations, coordination of partners and cultural sensitivity.
  • Demonstrated experience in writing campaign planning and implementation documents, including macroplans, training materials and reports.
  • Strong proven experience in managing projects with multiple elements and achieving deliverables in a set timeframe.
  • Demonstrated experience with large-scale funding or implementation partners for ITN mass campaigns (e.g. Global Fund, US President’s Malaria Initiative, Against Malaria Foundation, UK Aid, UN, etc.)
  • Demonstrated ability to work independently and as part of a team in a cross-cultural environment.
  • Demonstrated ability to produce high quality narrative reports, including structure and writing.
  • Demonstrated ability to collect information and data and perform knowledge extraction for decision-making, advocacy, cross-country learning or other purposes.

Required:

  • Strong command of English (written, spoken) required for this role.
