The International Service for Remunerations and Pensions (www.sirp-isrp.org)  is a Service committed to provide studies on remuneration and pension policies of International Civil Servants and to operate the administration of pensions for the Co-ordinated Organisations (OECD, NATO, the European Space Agency, the Council of Europe, the European Centre for Medium-Range Weather Forecasts and the European Organisation for the Exploitation of Meteorological Satellites) and other International Organisations, in a context of increased complexity resulting from several waves of reform in various areas. The ISRP also administers pension reserve funds for several International Organisations.

The ISRP is administratively attached to the OECD.

The ISRP is looking for a Legal Adviser. The Legal Adviser will be responsible for addressing any legal issue within the Service in individual cases, in international civil service legal claims or in drafting rules within the remit of the Service. He/she will also be responsible for the secretariat of the Pensions Administrative Committee of the Co-ordinated Organisations (PACCOCAPOC) and will in this capacity be tasked by the Co-ordinated Organisations to negotiate transfer agreements with other international organisations and Member States. He/she will ensure a strategic watch on any legal issue within the remit of the Service.

The selected person will report to work under the supervision of the Head of the Co-ordination Secretariat Unit. He/she will be responsible for the secretariat of the CAPOC, to make use of his/her legal expertise for the implementation of the rules and to drive negotiations of agreements for the totalisation or transfer of pension rights. The selected person will be the data protection focal point of the ISRP and will be in charge of all aspects relating to data protection. He/she may in addition participate in or lead any project of the Service that requires drafting skills and legal expertise, notably for studies.

Job Description

Drafting

  • Draft all working documents and minutes for the CAPOC, prepare the programme of work and agendas of that committee.

Legal expertise

  • Offer expertise to the pension payroll officers in the computation units.
  • Inform, when needed, pensioners and future pensioners about their rights and obligations.
  • Reply to any question from the Beneficiary Organisations related to a matter within the remit of Co-ordination.
  • Upon request, provide interpretation on any legal question relating to a matter within the remit of Co-ordination.
  • Coordinate and provide legal expertise in relation to any study carried out by the Service.
  • Supervise temporary staff or interns in the unit.

Data Protection

  • Ensure that the whole range of functions within the ISRP is compliant with the highest possible level of personal data protection, together with the other Legal Adviser.
  • Be the contact point for all Beneficiary Organisations on matters relating to personal data protection and be the data protection focal point inside the OECD.

Planning and meetings

  • Assist the Chair of CAPOC for all matters within the remit of the Committee (briefing, presentation of document and explanation).
  • Ensure the appropriate follow-up of the work of the CAPOC towards the other Committees or groups within the Co-ordination system (Pensions Working Group of the CRP, CRP and CRSG).

Overall management of the legal databases of the Service

  • Monitor the collection of relevant case law and update/maintain the Co-ordinated Organisations Legal database (COLD) as well as the PenDoc database (CAPOC).
  • Lead the changes in the content of databases to align with changes in technologies.
  • Monitor changes in the regulations of international organisations.

Transfer/totalisation agreements

  • Follow-up current negotiations on the transfer/totalisation of pension rights on behalf of the Co-ordinated Organisations and, if appropriate, start new negotiations.
  • Monitor entirely the whole process for the administration of pension rights transfer operations on behalf of ESA and the OECD as well as of any other Beneficiary Organisations.

Qualifications

Academic Background

  • A university degree (BSc or above) in public international law, with a Master’s degree (MSc) in international civil service law. Knowledge of “Compensation & Benefits” issues will be an advantage.

Professional Background

  • At least five years of experience in a public international organisation as a legal officer, preferably in the field of international civil service law.
  • Extensive experience in formulating working documents and legal analyses.
  • An experience in data protection matters and in pensions would be an asset.
  • An experience in “Compensation & Benefits” issues will be an advantage.

Tools

  • Very good command of office automation and software (Word, Excel, Powerpoint, Access) and web tools.
  • Experience in legal databases (SKL, Access…)

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Excellent (or very good/good) written and oral command in French would be a requirement.

    Contract Duration

    Salary Information

    • Please note that the appointment may be made at one grade lower in the specified job family, based on the qualifications and professional experience of the selected applicant.
