Organizational Context

The Programme Administrator, G5 is a part of the Politico-Military Dimension and responsible for following project management, analytical, reporting, monitoring, networking and partnership building duties.

Main Purpose

1.    The Programme Administrator is the focal point for the Network for Women Professionals on Preventing and Countering Violent Extremism and Radicalization that Lead to Terrorism (P/CVERLT) in Central Asia, as well as for communications area, by managing both website operations and Social Media platforms. 
2.    The Programme Administrator is responsible for maintaining working contacts, collaborating with host country counterparts, with international organizations, OSCE institutions on project development and implementation, preparing project documentation, maintaining working relations with media, journalists. The Programme Administrator is also responsible for implementation of approved projects, monitoring them and preparing evaluation reports, contributing to reports related to Office’s activities. 

Work Relationships

1.    The Programme Administrator works under the direct supervision of the Senior Politico-Military Officer and the overall guidance of the Head of Programme Office.
2.    The work involves regular internal contact with all mission members in the Office, exchanging information related to the immediate responsibilities. Furthermore, this position requires regular collaboration and maintaining contacts with host country counterparts, NGOs, international organizations, embassies and respective Units at the OSCE Secretariat.

Tasks and Responsibilities:

Under the overall supervision of the Senior Politico-Military Officer, the successful candidate will be tasked with the following duties:

Initiating dialogue, collaborating, and ensuring follow-up with host country counterparts (state officials and civil society representatives) on project development and implementation. Maintaining working relations with media, journalists. Maintaining working contacts within OSCE institutions, as well as with relevant international organisations and diplomatic missions to ensure good programmatic coordination.
2.    Participating in discussions and meetings on project activities and planning. Assisting in the implementation of approved project proposals by providing logistical and programmatic support. Preparing PMD project documentation (project proposals, agreements, memorandums, contracts) for review and signature. Maintaining the relevant documentation and filing system. Assisting in drafting, preparing, implementing, monitoring and evaluating projects, budgets, financial reports related to the politico-military dimension activities.
3.    Contributing to briefings and other reports related to the mission's activities (background reporting, weekly, monthly and annual activity reports, other reports as assigned). Assisting in preparing background information on developments related to the PMD's areas of activity. 
4.    Drafting talking points and speeches for the Head of Office, Deputy Head of Office, and Senior Politico Military Officer. Drafting press releases and other public relations material related to the work of the Politico Military Dimension.
5.     Assisting in organizing and co-organizing activities implemented by the Office in partnership with other actors in the assigned areas, as well as in sharing and exchanging information related to the Office's activities as delegated. Assisting in arranging OSCE regional events, visits to the area by OSCE delegations or other events with the OSCE participation. 
6.    Attending seminars/roundtables and other events organized by state institutions, NGOs and other partner organizations; prepare relevant memos to keep the Office informed. Serving as a focal point as assigned. This includes:
-    FP for the Network for Women Professionals on Preventing and Countering Violent Extremism and Radicalization that Lead to Terrorism (P/CVERLT) in Central Asia; 
-    FP for Records Management from the PMD Unit;
-    FP for the Docln system entering all required data and documentation;
-    Main POiA focal point for Communications: manages both website operations and Social Media platforms.

Necessary Qualifications:

•    Minimum four (4) years of relevant working experience in the field of project/programme management or administration, with practical experience in      translation/ interpretation, part of which should be preferably in international environment;
•    Established organizational, communication and interpersonal skills;
•    Computer literate with practical experience in Microsoft Office;
•    Ability to work with people of different nationalities, religions and cultural backgrounds;
•    Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
•    Analytical and quantitative skills
•    Excellent oral and written communication skills in English, Kazakh and Russian languages.

 

Remuneration Package:

Monthly remuneration is EUR 1,211. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
