About The HALO Trust:

HALO has been working in Angola since 1994 and now employs over 1,500 staff (47% women) working in demining, explosive ordnance risk education, and conservation. There are over 70 different types of landmines in Angola from an estimated 41 years of minelaying during the war for independence and civil war which persisted from 1961 to 2002. As a signatory of the Ottawa Treaty, HALO supports the Government of Angola in reaching its treaty obligations. To date, HALO has cleared over 100,000 mines and made over 25km2 of land safe for use across the country.

About the Role:

HALO is seeking to recruit a Programme Officer (PO) who will support HALO’s growing projects and stakeholder management team in Angola. The PO reports to the Donor Relations Manager (DRM) and works alongside other POs and M&E staff. The PO is responsible for understanding donor obligations, monitoring delivery of donor contracts, drafting high-quality reports and supporting donor engagement efforts. They are responsible for proactively raising issues about contract delivery and compliance to the DRM and other senior managers as necessary. They contribute towards the development of effective and compelling proposals that enable the continuation of HALO’s mission and enhance the impact of the work.

The PO is also responsible for collaborating with the M&E Coordinator to help direct workplans of the Monitoring, Evaluation, Accountability, and Learning (MEAL) team(s).

This role will be based in Menongue Angola with regular travel to HALO’s many operational bases across Cuando Cubango, Bié, Huambo, Benguela, and Huila provinces – with an opportunity to expand as the programme grows into new locations.

Responsibilities:

Project Development and Monitoring

  • Explore funding opportunities to fill funding gaps and enable programme growth objectives. Develop and draft effective and timely donor proposals with support from the Donor Relations Manager and other programme departments.
  • Draft thoughtful donor reports by collating relevant information from others on the programme and ensuring compliance with donor requirements. Coordinate with the programme’s Information Management department and M&E Coordinator to ensure that reportable data is quality assured and accurate.
  • Ensure relevant programme trackers are updated each month for projects, including reporting schedules and indicator trackers. Ensure internal contract management processes are followed and donor deadlines are met.
  • Contribute towards contract review processes on the programme, in coordination with other departments. Maintain the monthly contract review sheet.
  • Identify partnership opportunities to maximise the impact of HALO’s operations, including for internal objectives such as improving environmental outcomes in the areas where we work, promoting diversity and inclusion and expanding professional development. Explore opportunities to sequence development assistance following demining to enhance the impact of clearance.
  • Coordinate with HQ and programme departments/locations as needed.
  • Support the Donor Relations Manager in maintaining strong working relationships with donors and partners at a country level.

Impact Monitoring

  • Understand HALO’s internal monitoring and evaluation systems on the programme and the use of output and outcome indicators against donor projects.
  • Ensure donor priorities are fed into the Monitoring, Evaluation, Accountability, and Learning (MEAL) team’s work plans by collaborating closely with the M&E Coordinator.
  • Work with others in the programme, including MEAL teams, to gather qualitative data for reporting purposes.

Media and Communications

  • Contribute to the development and implementation of the programme’s communications strategy.
  • Develop advocacy and promotional materials (print/digital), ensuring adherence to HALO’s branding requirements and policies.
  • Collect content from the field and develop stories for sharing with donors and for external communications efforts.
  • Support with programme communications opportunities by sharing content with HQ, and pursuing opportunities to highlight HALO’s work and the support of our donors in Angola.

Other

  • Other administrative duties as and when required.
  • Supporting compliance with HALO policies and procedures.
  • Working on other standalone projects and initiatives.
  • Contribute to the development of department and programme strategic plans.

Requirements

Essential:

  • Experience in international development or the humanitarian sector
  • Experience working with a variety of donor types, such as government, private, corporate and foundations
  • Experience with donor reports and proposal writing
  • Experience monitoring project performance against key indicators
  • Monitoring and evaluation skills, including designing logframes, designing surveys, collecting data, conducting data analysis and reporting on findings
  • Strong understanding of quantitative and qualitative research methods
  • Advanced Microsoft Office skills
  • Good interpersonal and communication skills
  • Exceptional organisational skills
  • Fluent written and spoken English

Desirable:

  • Experience in the mine action sector
  • Experience managing donors and stakeholder relationships
  • Results based management experience
  • Experience working on projects relating to gender and women’s empowerment
  • Portuguese language skills, or a strong willingness to learn
