ORGANIZATIONAL CONTEXT

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Technical Cooperation and Sustainable Industrial Development (TCS), headed by a Managing Director, oversees the Organization's development of capacities for industrial development as well as industrial policy advice, statistics and research activities and the Organization's normative contribution to Member States and global development community in achieving the SDGs. The Directorate also ensures the application of strategies and interventions for sustainable industrial development related to Environment, Energy, SMEs, Competitiveness and Job creation, as well as Digitalization and Artificial Intelligence. Through coordination in-house and with Member States and industry stakeholders, it ensures that the services provided in these areas contribute toward effective and appropriate technical, business and policy solutions and are focused on results and on realizing any potential for scaling up and positioning UNIDO as a leading platform for industrial development in developing countries and global fora. 

 

The Division of Circular Economy and Chemical Management (TCS/CCM) contributes to greener and more circular industries and products by minimizing both resource use along value chains and the emission of pollutants to the environment. The Division promotes transitions to job-rich, just and circular economies, reduced release of pollutants into the environment and other green industrial and economic approaches to help Member States to grow economically while simultaneously addressing the three planetary crises of climate change, biodiversity loss and pollution. It does so by supporting resource efficiency increases in the manufacturing and use of products along value chains and during the life cycle of the product; by reducing or eliminating the emission of non-fuel-related greenhouse gas emissions; and by assisting in achieving the objectives of and compliance with multilateral environmental agreements. In doing so, its activities further improve competitiveness, as well as the development of and access to markets, particularly for SMEs. This contributes to climate-neutral, resilient, pollution-free industrial development, supporting co-existence that is in harmony with nature. 

 

The Division acts as the focal point in UNIDO for various multilateral environmental agreements and multilateral co-operation in the field of the environment, including the Montreal Protocol on Substances that Deplete the Ozone Layer; the Stockholm Convention on Persistent Organic Pollutants; the Minamata Convention on Mercury, and emerging international, legally binding instruments such as the instrument to End Plastic Pollution; the Strategic Approach to International Chemicals Management (SAICM), and other partnerships such as the Green Growth Knowledge Platform (GGKP), the Partnership for Action for Green Economy (PAGE), the Green Industry Platform (GIP) and other relevant international initiatives and conventions. The Division coordinates its advisory and service delivery with the services offered by other technical departments, and other relevant organizational entities of UNIDO.

 

This position is located under the Responsible Materials and Chemicals Management Unit (TCS/CCM/RMC) which is responsible for supporting Member States to implement the chemicals and wastes obligations and requirements under the Basel, Minamata, Rotterdam, and Stockholm Conventions and other emerging relevant agreements, in particular where it relates to larger and formalized industries and sectors, and to leverage its experience to address industrial pollution mitigation in general as well as other emerging compliance mechanisms. With novel approaches to materials and chemicals management and to innovation, with training and education, and with implementing circular economy approaches in particular related to the extension of product life by maintenance, the Unit further leverages its experience to facilitate responsible materials sourcing and to support smaller enterprises and entrepreneurs in greening their businesses.
 

PROJECT CONTEXT

 

The Partnership for Action on Green Economy (PAGE) was launched in 2013 as a response to the call at Rio+20 to support those countries wishing to embark on greener and more inclusive growth trajectories. PAGE deploys the expertise and broad convening power of five UN agencies – International Labour Organization (ILO), United Nations Environment Programme (UNEP), United Nations Industrial Development Organization (UNIDO), United Nations Institute for Training and Research (UNITAR) and United Nations Development Programme (UNDP) -to offer coordinated and complementary support to countries as they prepare for the challenges of the 21st century. PAGE seeks to put sustainability at the heart of economic policies and practices to advance the 2030 Agenda for Sustainable Development and supports nations and regions in reframing economic policies and practices around sustainability to foster economic growth, create income and jobs, reduce poverty and inequality, and strengthen the ecological foundations of their economies.

 

Morocco is a partner country of the Partnership for Action on Green Economy (PAGE), a joint initiative of UNEP, ILO, UNIDO, UNITAR and UNDP. PAGE supports nations and regions in reframing economic policies and practices around sustainability to foster economic growth, create income and jobs, reduce poverty and inequality, and strengthen the ecological foundations of their economies. The partnership offers a comprehensive and coordinated package of technical assistance and capacity-building services.

 

The National Coordinator is a consultant hired by the PAGE lead agency to coordinate and support all activities on behalf of all PAGE agencies with national and local-level partners. The National Coordinator will support PAGE engagement and policy coordination related to PAGE in Morocco, including identification of linkages with important national and international processes, such as the Sustainable Development Goals and Paris Agreement’ objectives. The UNIDO Field Office in Rabat will host the National Coordinator under a contract administered by UNIDO on behalf of all PAGE Partners.

 

FUNCTIONAL RESPONSIBILITY

 

The Consultant will report to the UNIDO PAGE Project Manager and Focal Point for Morocco with substantive guidance and oversight provided by the UNIDO Representative in Morocco and the Government Focal Point within the Ministry of Energy Transition and Sustainable Development (METSD) of Morocco.

The National Coordinator will support the Ministry of Energy Transition and Sustainable Development of Morocco in planning, coordinating and implementing PAGE activities in the country and facilitate linkages with relevant national ministries, national agencies, private sector, civil society and international development partners.   

Specific tasks of the National Coordinator include:

  • Support planning, coordination and implementation support for PAGE priorities and work streams.

  • Support the  PAGE National Steering Committee and PAGE inter-agency meetings, consultations and related work.

  • Facilitate communication between the Ministry of Energy Transition and Sustainable Development of Morocco, and national and international PAGE partners.

  • Support PAGE medium-term programme planning and policy integration.

  • Support PAGE Morocco events and advocacy efforts at the national and international level and follow-up.

  • Support work planning, monitoring, and reporting.

 

MAIN DUTIES:

 

  • Support coordination and implementation for PAGE priorities and workstreams.

  • Integrate inclusive green economy (IGE) goals and targets into national economic and development planning, aligned with the SDGs.

  • Implement sectoral and thematic reforms in accordance with national IGE priorities.

  • Green Economy Modelling and Policy Assessment.

  • Actualization process of Green Economy Concept in Morocco, with linkages to the overhaul of the environmental code.

  • Strengthen individual, institutional, and planning capacities for IGE action,

  • Support the national PAGE Technical Committees on specific activities.

  • Support the national PAGE Steering Committee (NSC), PAGE medium-term programme planning and policy integration

  • Support the Ministry of Energy Transition and Sustainable Development informing the national PAGE steering Committee and holding regular meetings of the Committee.

  • Develop a PAGE sustainability strategy for advancing green development in Morocco beyond the core PAGE support period. 

  • Identify new opportunities for green economic transformation within the core offer of PAGE. 

  • Support the initiation of a green development programme with a larger funding base, going beyond the current partnership.

  • Facilitate linkages between PAGE and national SDGs processes, and with other relevant policy processes.

  • Regularly inform national authorities responsible for reporting on SDGs and Paris agreement of PAGE support.

  • Support mobilization of national and international resources for Programme implementation / Support resource mobilization initiatives and local partnership arrangements with representatives of key stakeholders.

  • Facilitate communication between Ministry of Energy Transition and Sustainable Development, government ministries, social partners (employers and workers organizations), and international PAGE partners.

  • Facilitate regular communication among the Ministry of Energy Transition and Sustainable Development and counterparts of the PAGE program in Morocco, namely the institutional members of the PAGE Morocco steering committee.

  • Organize consultations, capacity building and knowledge sharing events with government agencies, social partners and other stakeholders as required by the PAGE agencies implementing the workplan.

  • Facilitate regular communication with global PAGE and other development partners engaged in the inclusive green economy and sustainable development.

  • Learn about their priorities and align work to ensure complementarity and PAGE sustainability.

  • Regularly provide news articles about PAGE activities in Morocco for the global PAGE website and the PAGE Morocco website.

  • Support PAGE communication, advocacy and outreach at the national level.

  • Keep PAGE work visible in national media, in line with UNIDO communication guidance.

  • Support PAGE events in Morocco and internationally as required.

  • Support the organization of the Green Crossroads Conference and Regional Academy tentatively scheduled for January 2025.

  • Support the organization of high-level events, workshops, thematic training, stakeholder consultations, and other PAGE meetings.

  • Ensure smooth logistics, including ensuring translation facilities and suitable conference venue.

  • Ensure participation from government representatives, social partners and stakeholders and major international actors.

  • Collaborate closely with the partner ministries and other partners concerning event objectives, implementation, etc.

  • Support work planning and reporting.

  • Develop draft budgets and work plans.

  • Develop an annual report for all PAGE activities in the country in consultation with national and global partners.

  • Review and analyze specific development plans and priorities, socioeconomic data, reports, and other relevant information for Morocco and provide written analysis on links to the PAGE programme.

  • Have regular communication with the PAGE Secretariat and inter-agency group through regular survey and calls, and PAGE family gatherings - update on activities, results, future plans for consultation and approval by partner agencies and share best practices for peer learning.

  • Organize inter-agency group meetings, including scheduling meetings, preparing the agenda, minutes and follow-up actions items, results and future plans through a Survey and calls. Provide technical contributions to the terms of reference, selection of consultants for and work plans of relevant PAGE outputs as needed.

  • Provide progress and send updates for PAGE monthly country survey, newsletter and for PAGE website to Secretariat.

  • Meet with Government Focal Point, funding partners and relevant initiatives/projects of PAGE agencies and other institutions.

  • Develop communication/outreach activities about PAGE activities.

  • Identify bottlenecks in implementation of work streams.

  • Update key partners inside and outside Government on latest developments.

  • Monthly Check List for National Coordinators.

  • Send update for PAGE website to Secretariat.

  • Meetings with Government Focal Point, social partners, funding partners, and relevant initiatives/projects of PAGE agencies and other institutions

  • Communication/outreach activities about PAGE activities.

  • Schedule next country-interagency group and follow-up on action items.

  • Identify bottlenecks in the implementation of workstreams.

  • Update key partners inside and outside Government on the latest developments.

 

MINIMUM ORGANIZATIONAL REQUIREMENTS

 

Education:

University degree (Bachelor's level or equivalent) in economics, environmental, social, political sciences, law or any relevant discipline is required.  An advanced degree (Master's or equivalent) in environment and or sustainability is an asset.

 

Technical and Functional Experience:

  • Minimum 5  years   of   relevant   work   experience   at   the   national   or   international   level   in programme/projects management, presentation, reporting, analytical skills, and strategic approach is required.
  • Previous experience in public policy in Green Economy and sustainable development-related areas such as, but not limited to, planning, circular economy, green business, green production and services green jobs and building capacity is highly desirable.
  • Previous experience of directly working with the Government of Morocco and/or UN agencies is highly desirable.

 

Languages:

Fluency in written and spoken English and French is required.
