Description

Galileo Principal System Security Engineer in the PRS and System Security Engineering Unit, Galileo System Security Service, Galileo Project Office, Galileo Programme Department, Directorate of Navigation.
The Galileo Principal System Security Service oversees security-related activities for Galileo core infrastructure, including end-to-end system security engineering, design, and development of Galileo Public Regulated Service (PRS) infrastructure, security accreditation and cyber security.
The PRS and System Security Engineering Unit is responsible for the specification, design, implementation, and qualification of the PRS, System and Segment security requirements within the Galileo programme.

Duties

You will report to the Head of the PRS and System Security Engineering Unit and your main tasks and responsibilities will include:

 

  • managing the system security technical requirements baseline in line with the mission-level security requirements (MRD/SSRS) for the Galileo programme;
  • reviewing the proposed mission-level evolution for security and assessing the impact on the system security baseline;
  • managing the segment security requirements baseline part of the Galileo core system and monitoring its implementation across all areas of the project through the System Engineering Board CLA process;
  • managing the operations security baseline and related SECOPS of the Galileo core system;
  • providing the system inputs into the mission-level security requirements statement of compliance (MRD/SSRS SoC), including the as-procured, as-designed and as-built implementations and the links to the System Security RFD/RFW;
  • coordinating the system design reviews (SRR, PDR, CDR), acting as a focal point in respect of the security baseline;
  • coordinating the end-to-end design for the Galileo security functions in all Galileo services in collaboration with the system engineering service, contributing to system architecture and its operational concept, including navigation and performance;
  • maintaining the design documentation and justification file for the Galileo system security functional chain;
  • acting as the Chair of the Classified Engineering Board in which the technical changes to the classified documentation are discussed and approved;
  • providing support for procurement activities, including defining technical and programmatic baselines and evaluating industrial proposals;
  • coordinating the support from industry relevant to the system security design activities;
  • participating in ESA and EU working groups dealing with space security matters, and in particular the Space Programme Committee Security Configuration working groups when Galileo system design topics are addressed;
  • regular reporting to the Head of the PRS and System Security Engineering Unit.

 

Your duties may also include supporting other activities within your field of competence and the transfer of knowledge across the Agency.

Technical competencies

Strong experience in end-to-end space system engineering for large and complex systems, together with substantial experience in Phase A/B/C and security
Good knowledge of space-based navigation systems, signals and security engineering applied to space systems
Good knowledge and experience in model-based systems engineering and requirement management tools
Knowledge of space system engineering standards and procedure
Knowledge of security assurance and evaluation standards and processes

Education

A master’s degree in system engineering or a related discipline is required for this post.

Important Information and Disclaimer
In principle, recruitment will be within the advertised grade band (A2-A4). However, if the selected candidate has less than four years of relevant professional experience following the completion of the master’s degree, the position may be filled at A1 level.

Applicants must be eligible to access technology and hardware which is subject to European and US export control regulations and for security clearance by their national security administrations.

During the recruitment process, the Agency may request applicants to undergo selection tests. Additionally, successful candidates will need to undergo basic screening before appointment, which will be conducted by an external background screening service, in compliance with the European Space Agency's security procedures.

Note that ESA is in the process of transitioning to a Matrix setup, which could lead to organisational changes affecting this position.
