Job Purpose and Organizational Context

The overall mandate of the United Nations Department of Safety and Security (UNDSS) is to provide leadership, operational support and oversight of the security management system to enable the safest and most efficient conduct of the Programmes and activities of the United Nations System. The SOC Supervisor is also the radio technician, works in close collaboration with the UNDSS/GAMBIA Field Security Coordinator officers, UN Local Security Assistants, and other UN staff members (especially Security Wardens) in providing support on telecom related issues.

 

The security assistance mission established that the Gambia's Security Operations Centre (SOC) has a supervisor at G5 level. The SOC supervisor is also the radio technician and will co-ordinate the activities of the SOC and be responsible for all aspects of the SOC's day-to-day operations, the operational status of the security communications system, and will look after the technical radio work for other security communications, repairs and maintenance, and the programming of the Gambia's radio network equipment.
 

Duties and Responsibilities: Under the guidance and supervision of the UNDSS FSCO/FSA, the SOC Supervisor is responsible for the overall management of the Security Operation Centre (SOC);

1.) management of the Security Operation Centre
 Supervise the SOC operational assistant,
 Establish the duty rota with the SOC assistant for SOC operations to ensure 24/7 coverage.
 Ensure that the handover is carried out correctly and that the correct data is recorded in the logbook,
 Manage, administer, and report on all communications and other equipment in the SOC,
 Ensure the correct use and maintenance of all communications equipment,
 Ensure that electronic and hard copies of event sheets/logs are properly maintained,
 Carry out an inventory check of all equipment and report to the Senior Field Security Associate (monthly),
 
2) Ensure that the following SOC functions are carried out effectively and in a timely manner in accordance with the
SOC Terms of Reference:
 Staff monitoring
 Keep staff lists up to date.
 Management of SMS alert system
 Supporting the SOC with safety information, including media monitoring and others.

3) Technical Support
 Providing technical support to UN organizations for the implementation of Minimum Security Standards (MIST) and Security Communication Systems (SCS).
 Installing and programming very high frequency (VHF) and high frequency (HF) mobile communications equipment and repeaters (VHF).
 Maintain all telecommunications equipment for UN organizations.
 Evaluate requests for telecommunications equipment from UN organizations, ensuring that the equipment requested meets MIST requirements in terms of type and quantity.
 Preparing technical specifications for the acquisition of telecommunications equipment.
 Assisting with the drafting of technical documentation on radio operating procedures.
 Assessing the need to upgrade or replace telecommunications equipment for all organizations.
 Implement regular and preventive maintenance programmes for all equipment.
 Diagnose problems and develop solutions for faulty or malfunctioning equipment and systems.

4) Facilitate knowledge building and knowledge sharing
 Train and orient UN staff on the handling and use of telecommunications equipment/systems as required,
 Liaise with HR/administrators of UN agencies to maintain a database of contact information such as call signs, SELCAL and telephone numbers,

5) Others: Perform other duties, as directed by the most senior security professional

Required Skills and Experience
 
Education:

Completion of Secondary education is required Or bachelor’s degree in Telecommunication engineering or any related
fields

Experience:
 Minimum 5 years (Secondary Education) or 2 years (bachelor’s degree) of progressive experience in installation, maintenance of HF, VHF and Satellite phones or any other related fields.
 At least three years of progressive experience in installation, maintenance of HF, VHF and Satellite phones or any other related fields is desirable
 Demonstrated expertise with HF/VHF radios is required
 Ability to use software packages (MS Office, Windows XP, MS Excel, PowerPoint, Lotus Notes etc) and knowledge of commonly used office equipment is required.
 Experience of working in Emergency communications Center is highly desirable.
 Knowledge of safety and security policies and procedures is advantage.
 Working knowledge of other official UN Language,
 
Please note that continuance of appointment beyond the initial 12 months is contingent upon the successful completion of a probationary period.
