Job Purpose: The primary responsibility of the Workshop Manager is to lead, manage and motivate all workshop activities on the Angola programme. The successful individual will have a mandate to develop the programme workshops at each base location, and deployed in the field in line with programme strategies set out by the Programme Manager.

As a signatory of the Ottawa Treaty, HALO supports the Government of Angola in reaching its treaty obligations. To date, HALO has cleared over 100,000 mines and made over 25km2 of land safe for use across the country.

About the role:

HALO is seeking a dynamic and solution-oriented Workshop Manager with technical expertise to lead the workshop activities for the programme’s fleet of around 200 light and heavy vehicles and mechanical assets in accordance with HALO’s organisational mission and goals.

The Workshop Manager will lead and manage all workshop activities on the Angola programme across multiple locations in central and southern Angola. They will be a motivational leader who will directly line manage workshop mechanics, mentor and support the team. Organised and systematic, the Workshop Manager will coordinate across the programme team to ensure that the service provided by the workshop team meets the operational needs of the programme, our beneficiaries, and our donors.

The successful individual will have a mandate to develop the programme workshops at each base location and ensure policies are fit for purpose, and complied to across the team. Ensuring the highest standards of health and safety the Workshop Manager will ensure the timely maintenance of the fleet and protection of assets. The Workshop Manager shall ensure the workshops are well resourced and that the team receive sufficient support and professional development.

The Workshop Manager will be responsible for overseeing the inspection, repair, and preventative maintenance of our fleet. They will lead a team of mechanics, ensuring that all repairs are carried out to the highest standards. Their role will be crucial in maintaining the safety and operational efficiency of our fleet.

The role will be based in Menongue town, Cuando Cubango province in Angola where shared accommodation will be provided. Considerable travel across the country will be required to visit the workshop teams in other bases and sub-locations. This will include travel to remote regions and staying in basic camp conditions.

Key Working Relationships:

Managing the workshop country team, the workshop Manager will report directly to the Fleet Technical Advisor in Angola, who in turn reports to the Deputy Programme Manager.  HALO’s Global Fleet Manager and HALO HQ Logistics team will provide professional support and be a sounding board for decision making as required.

Key Responsibilities:

  • Create and manage a preventive maintenance plan.
  • Manage and oversee all repair and preventive maintenance activities.
  • Implement standardised workshop systems across all programme repair facilities.
  • Inspect and diagnose issues in vehicles and plant equipment.
  • Train and instruct mechanics on proper repair techniques and standards.
  • Provide training on expedient repairs to ensure vehicle recovery in remote areas.
  • Move between programme locations to troubleshoot issues.
  • Conduct workshop and location safety audits, implementing safe working practices.
  • Implement and ensure compliance with HALO’s global and local standard operating procedures and policies.
  • Manage inventory of spare parts and equipment.
  • Provide spare part procurement plan to ensure enough spare parts to maintain the fleet to meet operational requirements.
  • Maintain detailed records of all maintenance and repair activities.
  • Coordinate with other departments to ensure seamless operations.

Requirements

Essential:

  • HND/HNC automotive engineering or equivalent.
  • Minimum five years’ experience as a workshop manager.
  • Experience working across multi location maintenance facilities.
  • Ability to train local nationals in vehicle mechanics and systems.
  • Effective risk manager across all aspects of the workshop operation with experience of coordinating a detailed risk assessment programme, to reduce cost and improve road safety.
  • Experience in leading and working effectively across cultures and language barriers.
  • Ability and motivation to work in a challenging environment and to live and work in close proximity to others.
  • Strong IT skills.
  • Excellent spoken and written English.
  • Valid driving licence including Large Goods Vehicles.

Desirable:

  • Portuguese language skills.
  • Previous work experience in Angola or Africa.
  • Previous work experience with an NGO.
  • Experience in humanitarian mine action.
  • Knowledge and experience in repair of the following vehicle types:
    • Land Rover
    • Toyota Land Cruiser
    • Daf 4400 Truck
    • Kamaz Truck
    • JCB plant
