The Directorate for Public Governance (GOV) works to help governments at all levels design and implement strategic, evidence-based and innovative policies to strengthen public governance, respond effectively to diverse and disruptive economic, social and environmental challenges and deliver on government’s commitments to citizens. Within GOV, the Regulatory Policy Division (GOV/REG) helps governments to improve regulatory quality on the basis of the principles advocated in the 2012 Recommendation on Regulatory Policy and Governance. GOV/REG works closely with high-level staff in national administrations and internationally renowned regulatory reform experts, as well as different directorates in the OECD. We also work on thematic topics such as reducing bureaucracy, risk management and regulatory impact analysis. We regularly organise conferences, trainings and workshops on particular topics related to regulatory policy.

GOV/REG is looking for a Junior Policy Analyst with knowledge and experience in the area of regulatory policy and delivery, and international regulatory co-operation to contribute to the core work of the Division on good regulatory practices. The selected candidate will work under the supervision of the Heads of Units for ‘Effective Regulatory Delivery’ and ‘Regulatory Governance for Global Challenges’ and the Head of Division.

Job Description

Preparing reports regarding Regulatory Policy, Delivery and International Regulatory Co-operation:

  • Undertake background research to support regulatory policy reviews.
  • Liaise with counterparts in the reviewed countries, ensuring timely reception of country responses and contributing to organisation of workshops and missions to the reviewed countries.
  • Support preparing presentations on key regulatory policy issues for workshops in the reviewed countries.
  • Contribute to drafting selected chapters of Regulatory Policy Reviews.
  • Help to coordinate input and feedback for reports from peers and country representatives.

Drafting thematic papers on regulatory policy issues (sector regulation, measuring and reducing regulatory burdens, implementing administrative simplification measures, implementing regulatory impact analysis, international regulatory co-operation)

  • Undertake background research on selected regulatory policy issues.
  • Collect additional information from OECD countries relating to the topic of thematic papers.
  • Contribute to the analysis and drafting of thematic papers.

Liaison, communication and coordination

  • Assist in the preparation of missions, support organization and conduction of high quality capacity building activities such as seminars and workshops to a variety of audiences (policy analysts and senior public officials) in OECD countries, and Italy in particular, including provision of operational and logistical support.
  • Help develop and maintain professional contacts and build networks with officials in national administrations, researchers, CSOs, other international organisations, and Delegations of member countries, Italy in particular.
  • Attend national and international conferences and meetings.
  • Maintain effective working relationships with other parts of the Organisation working on issues related to regulatory policy.

Qualifications

Academic Background

  • Advanced university degree in Law, Economics, International Relations, Administration, Public Policy or equivalent.

Professional Background

  • At least two years’ relevant experience in dealing with regulatory policy issues at national or international level, ideally with a regulatory oversight body, sectoral regulator, international organisation, consulting body or an academic institution. Experience in regulatory delivery and/or international regulatory cooperation would be an asset
  • At least two years' experience working in an international setting (i.e., doing international work for a national government, international organisation, or in the private sector).
  • At least two years’ relevant work experience in carrying out analysis and contributing to the development of policy recommendations.

Languages

  • Fluency in one of the two OECD official languages (English and French) and very good drafting ability in that language.
  • Knowledge of other OECD languages would be an advantage.

Contract Duration
