Duties and Responsibilities
Background Information Central Bank Digital Currencies (CBDCs) represent a significant innovation in the financial sector, offering potential benefits such as enhanced payment efficiency, increased financial inclusion, and strengthened monetary policy. In Africa, the exploration and implementation of CBDCs are gaining momentum, with several countries already conducting pilot projects. However, the complexity and novelty of CBDCs necessitate comprehensive guidance for policymakers, financial institutions, and other stakeholders. The launch of the e-Naira in Nigeria in 2021 as well as exploration initiatives in Ghana and South Africa exemplify the rapid progress in CBDC interest in the continent. As Central Banks across the continent set their priorities on improving their readiness for the global digital transition, the need for a comprehensive and nuanced understanding of CBDCs is paramount. The objectives of this assignment are: - To provide a detailed and practical guide for the development, implementation, and evaluation of CBDCs in Africa. - To compile best practices and lessons learned from global and regional CBDC initiatives, including detailed case studies from African countries. - To offer strategies for effective stakeholder engagement, including collaboration with central banks, financial institutions, and the public. - To outline the technical and regulatory requirements for CBDC implementation, ensuring a secure and efficient digital currency system. In this context, the United Nations Economic Commission for Africa (ECA) is seeking the service of a consultant to develop a Handbook on CBDC for Africa. Duties and Responsibilities Under the supervision of the Chief, Finance and Domestic Resource Mobilization Section, of Macroeconomic and Governance Division (MGD), ECA, the Consultant will be responsible for the followings: - Conduct comprehensive research on existing CBDC frameworks and pilot projects globally and within Africa. - Analyze the economic, social, and technological impacts of CBDCs in African contexts. - Consult with central banks, financial institutions, government agencies, and other stakeholders. - Develop a handbook on CBDC that captures the dynamics of African economies.
Qualifications/special skills
An advanced degree (Master's Degree) in the field of Information Technology or Computer Science, economics, finance or a relevant field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. At least four years of hands-on experience in Central Banking and Financial Regulation, Digital Currency and Blockchain Technology and Economic and Financial Analysis is required. Strong research skills, with a history of published work in relevant areas is required. Previous experience of working with international organizations and African countries is desirable
Languages
English and French are the working languages of the United Nations Secretariat. Fluency in spoken and written English is required. Knowledge of another UN official language is an advantage.
