Job Description

Under the overall supervision of the Senior Protection Coordinator and Protection Coordinator, with the direct supervision of the Protection Officer (GBV); and in close coordination with the Protection Officers and in collaboration with the rest of the Protection unit, the successful candidate will be responsible to support implementing and coordinating IOM’s gender-based violence (GBV) response, prevention, and mitigation activities, ensuring adherence to IOM’s Gender-Based Violence in Crisis (GBViC) Framework and Inter-Agency Standing Committee (IASC) guidelines on Protection and GBV for IOM Qatar-Camp As Sayliyah (CAS) operation.

Responsibilities

  1. Assist in the implementation and monitoring of GBV activities, particularly, in line with Inter-Agency Minimum Standards for GBV in Emergencies, Inter-Agency Standing Committee (IASC) GBV Case Management Guidelines and internal Standard Operating Procedures (SOPs) for GBV and Protection.
  2. Provide confidential and comprehensive case management services grounded in protection principles and a survivor-centred approach.
  3. Support coordination and implementation of IOM’s multi-sectoral response to GBV (including, Health, Psychosocial Support, Case Management and Safety & Security).
  4. Support the GBV Officer in retrieving, compiling, summarizing, analysing, and present information/data on GBV risks and trends.
  5. Draft regular status and case reports, identifying shortfalls in implementation, programming and bring them to the attention of the supervisor and suggest remedial actions.
  6. Respond to complex information requests and inquiries; set up and maintain files/records on ongoing projects and cases (ensuring data protection); organize meetings, including, case management review meetings/conferences, workshops and training sessions.
  7. Support GBV risk mitigation interventions through regular engagement with other Protection sub-units, IOM units and external partners on safety, dignity, accessibility, and privacy of their services.
  8. Support coordination and delivery of GBV and protection interventions and activities, such as, management of women and girl safe spaces (WGSS), Child Friendly Spaces (CFS) and community-based protection in coordination with other sub-units and Mental Health & Psycho-Social Support (MHPSS)-teams.
  9. Provide guidance/training to staff, volunteers and partners.
  10. Participate in internal and external coordination meetings as requested by supervisor.
  11. Performs other duties as may be assigned by the supervisor(s). 

Qualifications

Education
  • Bachelor’s degree in psychology, social work, women’s studies, or related fields from an accredited academic institution with three (3) years of relevant professional experience or;
  • Completed High school diploma from an accredited academic institution, with five (5) years of relevant professional experience
Accredited Universities are those listed in the UNESCO World Higher Education Database.
 
Experience
  • Dedicated experience in implementing GBV interventions, particularly, working with survivors and providing direct assistance in emergency contexts.
  • Minimum three years of relevant professional experience, within GBV prevention, response & risk-mitigation.
  • Experience providing GBV case management.
  • Prior experience in coordinating caseworkers is an advantage.
Skills
  • In-depth knowledge of GBV Guiding Principles, Inter-Agency GBV Minimum Standards, and ability to manage high-pressure situations and support complex cases in a rapidly changing environment. 
  • In-depth and clear understanding of intersectionality, gender, power relations and issues around violence against women, girls, men, boys and persons of diverse sexual orientations and gender identities. 
  • Demonstrated commitment to supporting empowerment of women, girls, and marginalized communities. 
  • Coordination skills to enable information sharing and facilitate working relations with internal units, and external partners.
  • Strong interpersonal and empathetic skills, including ability to work in a team and multi-cultural environment. 
  • Solid computer skills (MS Excel, Word and PowerPoint) 
Languages

IOM’s official languages are English, French, and Spanish. 

REQUIRED

For this position, fluency in English is required (oral and written).

DESIRABLE

Basic Knowledge of Dari, Pashto, or Arabic (oral and written) is a distinct advantage.
