Organizational Setting

The project objective is to contribute to the national processes of strengthening family farmers in Brazil for poverty reduction and rural revitalization. The outcome is to implement differentiated policies and programs that improve the capacities of the national government, local and family farmers in areas such as ATER (rural extension and technical advisory services), Credit Programs, land access and governance, access to markets and the strengthening of cooperativism.


Reporting Lines

The incumbent reports to the Assistant Representative in FAO Brazil – Programme.


Technical Focus

To carry out studies on the operations in Proagro, including the Family Agriculture Insurance – SEAF and the Traditional Proagro, in the state of Paraná, for the main insured crops, focusing on the occurrence of claims and related processes, as well as to develop an analysis on the perspectives for the next year and trends for the next two years, presenting proposals for the treatment of risks in these crops and improvement of processes within the scope of PROAGRO.


Tasks and Responsibilities

• Systematize contracting information, claims notices and indemnity payments.
• Analyze the occurrence of claims and the types of events and loss factors.
• Develop an analysis of the outlook for the next year and trends for the next two years, presenting proposals for the treatment of risks in these crops.
• Identify and map the critical and most relevant areas for the MDA within the scope of PROAGRO.
• Assist the project in working in visits to local branches of financial agents and interviews/meetings with the management and those responsible for SEAF processes.
• Interviews with technicians/companies that carry out expert reports in processes of proof of losses.
• Support in monitoring on-site visits to the fields to analyze the quality of the processes of proof of losses related to the sampled reports, including verifying that the respective reports correctly record the production obtained, the causes of the losses, the planted area and the location of the crop with the use of GPS and the fulfillment of other contractual conditions by the insured farmer.
• Assist the project in working with the respective farmers, verifying the producer's knowledge about the SEAF rules and other programs, the Agricultural Zoning indicators and the ATER actions, making the notes in a specific complementary form and guiding the producer on these topics.
• Participate in technical meetings with experts in risk management in agricultural insurance and related areas.
• Participate in technical meetings with financial agents, technical assistance entities, those in charge of proof of losses, representatives of farmers' entities and government agencies involved in SEAF.
• Systematize and present the records of activities according to the guidelines of CGSEAF/DEFIP/SAF/MDA.

Minimum Requirements

• Bachelor's Degree in Agricultural Sciences according to the CAPES/CNPq table of areas of knowledge
• Minimum experience of 08 (eight) years in agronomic activities. In case of having specialization and 06 (six) years of experience in the requested areas. In case of having master’s degree and 05 (five) years of experience in the requested areas and in case of having a Doctorate and 03 (three) years of experience in the requested areas
• Working knowledge (level C) of English or Spanish and working knowledge of Portuguese
• National of Brazil or resident of the country with valid work permit

Technical/Functional Skills
