Result of Service
At the end of the assignment, the consultant is expected to develop and submit final draft summarized findings from the AAP policy consultation process and draft agency-wide AAP framework along high level workplan.

Expected duration
The duration of the consultancy is 4 months from the start date. Remuneration will be calculated for a total payment of $31,600.00. Payment will be made in three instalments.
Duties and Responsibilities
The consultant will propose and facilitate a participatory policy development process building on assessed good practices identified and addressing gaps; ensuring the experiences, views and needs of refugees and frontline workers are addressed. The consultant specifically will (Activity): Part one (40%). • Propose a methodology for policy analysis and consultation and submits a workplan. • Reviews relevant policy documents including those that require updating to align with new AAP commitments. • Conduct consultations with stakeholders, including affected populations, to gather input and build consensus on the revisions. • Incorporate feedback from stakeholders into the revised documents. Part two (40%): • Develops AAP framework including by defining principles, guidelines, and procedures based on consultations, previous assessments and best practices. • Ensure the updated policies and frameworks reflect the current agency goals and stakeholder expectations, with a specific focus on affected populations. • Clearly define roles and responsibilities of various stakeholders within the UNRWA. • Define minimum expectations of roles on AAP divided by agency-wide leadership; programme/departmental managers; and frontline worker. • Develop high-level workplan to operationalize the revised AAP framework. • Submits a progress report summarizing the assignment and activities undertaken. Part three (20%): • Develop a training material to roll-out the new AAP framework including. • Follow-up on feedback and preparation of final documents.
Qualifications/special skills
• A university degree from a recognised university-level academic institution, preferably in social sciences, political affairs, international relations, international law, human rights, or a related field • A minimum of six (6) years of relevant experience in human rights and protection, establishment and/or management of accountability mechanisms including in beneficiary safeguarding, community development, participatory program design and implementation. • A minimum of two years’ experience at an international level outside of the candidate home county, country of residence and a country in which the candidate have a permanent residence. • Experience working in emergency and/or protracted humanitarian context. • Excellent knowledge rights-based approach to program strategy and implementation. • Excellent analysis, communication, negotiations skills and ability to handle sensitive issues diplomatically.
