Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

Job Purpose

The key purpose of this position is to be the internal and external focal point and first point of contact for all PMER and Quality Assurance issues related to the Ukraine and impacted countries crises, and potential other major emergencies.

The coordination of emergency planning processes for the Europe Region, including undertaking quality control for plans, ensuring the global standards/guidelines are adhered to.

Support the programme monitoring and evaluation processes to National Societies and Federation offices, including providing technical assistance and guidance to M&E, building and improving the PMER capacity.

The position holder will be expected to fulfil specific managerial functions related to coordinating PMER efforts in the above-mentioned emergency operations, in addition to the focal point described herein. Such duties are defined in more detail in the specific position description.

Job Duties and Responsibilities

1. Managerial

  1. Direct line manage PMER profiles placed in the Regional Office working exclusively on the Ukraine and impacted countries crisis operation or other major emergencies.
  2. Provide PMER-related technical guidance to PMER and other thematic profiles working on the Ukraine and impacted countries crisis operation or other major emergencies at both regional and country levels, ensuring effective resource management.
  3. Manage and build the capacity of PMER profiles in the Europe region, collaborating with other regions to streamline PMER in emergencies.
  4. Partake in, and support the Head of Unit in the formulation, implementation and quality assurance of regional and global PMER standards and key objectives, including managing activities and resources within the Unit.
  5. To support the Head of Unit with managing the activities and quality assurance within the Unit and deputize when absent.

2. Planning

  1. Lead and guide the planning process to develop quality, coherent, results-based, and adaptive plans (Unified Plans, Emergency Appeal, and/or Operational Strategy) for the operation, ensuring compliance with IFRC standards.
  2. Set up systems and guidance to support the development, consolidation, and revision of quality plans from each sector, including the Unified Plans, Emergency Appeal, and/or Operational Strategy to inform a coherent, high-quality plan.
  3. Ensure PMER representation and support in operational planning and budgeting and promote an adaptive management approach by working closely with Information Management and Community Engagement and Accountability teams to ensure that feedback and lessons learned inform the evolution of the operational response.
  4. In collaboration with Federation wide data analysist/s, set up a Federation-wide planning approach / system or cooperate on a Movement-wide approach as required within the operation.

3. Monitoring

  1. In collaboration with the M&E Senior Officer, develop and implement a comprehensive M&E plan, including data sources, collection methods (quantitative and qualitative), frequency, and audience, ensuring timely and reliable data collection that captures the operation’s implementation and inform operational management and quality programming.
  2. Provide technical guidance to management and sectoral teams on quality M&E plans and activities, coordinating closely with Information Management / Emergency Needs Assessment teams on data management systems.
  3. Coordinate with external actors to maximize coordination and collaboration around data collection, to benefit from secondary data and reduce duplication and the negative impact of assessment fatigue.
  4. Lead the development of a Federation-Wide Monitoring System within the operation, coordinating and working together with Federation Wide Data Analysts and M&E focal points, ensuring effective analysis and presentation of monitoring findings to inform decision-making.
  5. Undertake field monitoring visits with technical and NS teams as necessary.

4. Evaluation

  1. Coordinate and oversee surveys, reviews, lessons learned exercises, evaluations, and other relevant studies, ensuring they are timely, useful, ethical, and uphold IFRC standards, with support of M&E Senior Officer.
  2. Ensure all review or evaluation work is evidence based and considers the outcomes, as well as the outputs of the response, to ensure that this informs future operational decision-making and quality programming.
  3. Lead or participate in internal reviews and lesson learning exercises, promoting the sharing of findings to inform future implementation.

5. Reporting

  1. Establish and manage a reporting timetable and deadlines, ensuring compliance with Federation-wide or Movement-wide reporting system, IFRC standards and formats.
  2. Ensure efficient and effective quality control and delivery of clear, accurate, and informative reports on the operation.
  3. Lead the development of a Federation-Wide Reporting System within the operation, coordinating and working together with Federation Wide Data Analysts.
  4. Collaborate with technical focal points and support managers, particularly Finance and Strategic Partnerships and Resource Mobilization PRM, to ensure timeliness and compatibility between narrative and financial information in all reports, donor stewardship.
  5. Engage with RCRC Movement and external partners to ensure knowledge sharing in the operational context.

6. Accountability

  1. Ensure the accountability focus of all PMER work across the operation and sectors, working closely with the Community Engagement and Accountability team to ensure accountability to affected populations.
  2. Lead and manage evidence-base of monitoring and evaluation work on the operation, to inform accountability to donors and partners.

7. Learning

  1. Promote and capture learning and information sharing from all operational monitoring, reviews, or evaluations to inform decision-making and the direction of the operation.

Education

Required: 

  • Graduate degree in social sciences, economics, international relations or a related field, advanced coursework in statistics/monitoring and evaluation.
  • IMPACT certification or equivalent knowledge and experience

Experience

Required:

  • 4+ years` experience in administration work in an international environment.
  • Understanding of the humanitarian sector and development projects.

Preferred:

  • Acquainted with IFRC policies, procedures and systems.

Knowledge, Skills and Languages

Required:

  • Excellent verbal and written communication skills including analytical review and presentation, assertive communication.
  • Demonstrated capacity for analytical and strategic thinking and problem solving.
  • Skilled in facilitation, training, mentoring and coaching individuals and groups as appropriate.
  • Ability to handle complex tasks independently.
  • Knowledge and experience in using Excel, PowerBI (or Tableau) and Kobo Toolbox or other mobile data collection tools
  • Solid understanding of humanitarian operations as well as gender, protection, social or human vulnerability issues.
  • Extremely strong time management and organizational skills with very close attention to details.
  • Experience with designing and using PMER systems and tools.
  • Fluently spoken and written English.

Preferred:

  • Experience working in support of partner organisations, including organisational development and capacity building.
  • Good command of another IFRC official language (French, Spanish or Arabic).
