Background:

The OSCE conducted a Feasibility Needs Assessment of the current situation regarding the legal, procedural, organizational, operational, infrastructural, and financial (K9) capacities and capabilities of the police institutions of Bosnia and Herzegovina to detect Small Arms and Light Weapons (SALW), ammunition and explosives. This assessment and analysis considered the K9 units, capacities and competencies of BiH police bodies at three levels: state; entity (the Federation of BiH and Republika Srpska), cantons, and Brčko District. The results were presented in the Feasibility Needs Assessment Report Bosnia and Herzegovina that identified the lack of a standardized use of K9 capacities across Bosnia and Herzegovina. Based on this Report, 11 key beneficiaries with K9 units were identified and prioritized to receive support in terms of strengthening the capabilities to respond to the challenges and requirements of detecting SALW, ammunition and explosives.

 

Objective of Assignment: 

The Mission to BiH would like to engage a Construction Expert (CE) to assist in the process of upgrading the K9 facilities sites with the planning, co-ordination, monitoring, and inspection of construction works at the sites.

Duration of Assignment:

This is a consultancy assignment with an expected duration of approximately 32 working days.

 

Tasks and Responsibilities:

Under the overall supervision of the Project Manager, the successful candidate will be tasked with the following duties:

 

  1. Monitor the usage of construction materials and equipment;

  2. Regularly report to the Project Manager on the construction as per the project technical project documentation;

  3. Manage, monitor and co-ordinate construction works in their entirety, i.e., until handover to beneficiaries;

  4. Schedule deliverables and estimate costs related to construction works and the installation of needed equipment;

  5. Oversee all on- and off-site construction to monitor compliance with building and safety regulations;

  6. Perform regular inspections related to the quality of the construction works required as per the project designs/specifications for all works on- and off-site, including the installation of prefabricated equipment;

  7. Co-ordinate with the quality control companies’ representatives, organise regular inspections for all quality-related procedures, and monitor the activities/works as per the approved method statement and inspection test plan;

  8. Co-ordinate quality assurance/control documents (i.e., certificates, calibration, test results, inspection requests, non-compliance reports and site instruction/observations, etc.);

  9. Co-ordinate with the project architects/construction engineer on quality control implementation.

The CE is expected to visit each beneficiary site at regular intervals and hold meetings with Mission members and with the representatives of the company executing the works.

Important note: The CE is not authorized to approve unforeseen/additional works, nor to increase or decrease the quantity or quality of works, without prior approval by the Project Manager.


Deliverables:

1.    Progress report    

The completed report contains the required information on the progress of works and any challenges encountered and also outlines any needed adjustments to initial plans, monthly

2.    Exception report    

The completed report contains needed additional works and any urgent challenges encountered and also outlines any urgent adjustments to initial plans, as needed

3.    Final report    

The completed report effectively summarizes all conducted activities, in a manner that also provides for the effective handover of results, upon conclusion of works and installation of prefabricated equipment for each of the six (6) K9 units’ facilities

Necessary Qualifications:

  • First-level university degree in the area of construction/mechanical engineering, with experience in the design or managing of K9/dog infrastructure;
  • Minimum of six (6) years of professional experience in the design, construction and supervision of construction works related to K9/dog infrastructure;
  • Demonstrated capacity for analysis of engineering processes related to safety and security planning;
  • Ability to provide high-quality written assessment based on official sources and inputs;
  • Strong interpersonal and communication skills, with a pronounced report-writing ability;
  • Punctuality and ability to effectively multi-task and deliver results under tight deadlines;
  • Professional fluency in English and in B/C/S with excellent communication (both oral and written) skills;
  • Computer literate with practical experience using Microsoft applications.

Asset:

  • Prior experience in the application of safety and security standards for K9/dog infrastructure upgrades would be a distinct advantage.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.

NOTE: The applicants are encouraged to submit their 1. financial proposals for the foreseen services and 2. the number of days required to complete the task. The financial proposals shall include the total amount for a daily consultancy fee including all associated costs.
