The Fund Administration Unit requires the experienced National Medical Advisor who will be responsible for ensuring adequacy of health care for OSCE Programme Office in Dushanbe Mission Members and making determinations as to need for medical evacuations. The National Medical Advisor will be first focal point for all medical issues and will always advise and direct mission members to the appropriate medical providers; will liaise with the OSCE Health Insurance Provider, as needed, to resolve administrative issues; will treat minor illnesses and refer employees to information and recommendation to mission members. The National Medical Advisor will also liaise with CMO/Regional Medical Advisor (e.g., emergency, medical evacuation etc.). 

 

Objective of Assignment: 

The objective of this assignment is to contract an OSCE POiD National Medical Advisor to provide medical consultations/services to POiD staff. The National Medical Advisor will liaise with the OSCE Health Insurance Provider, as needed, to resolve administrative issues, and will liaise with CMO/Regional Medical Advisor.

 

Tasks and Responsibilities:
 

Under the administrative supervision of the Chief, Fund Administration Unit (CFA), the incumbent will perform the following tasks:

Clinical duties:

  • Serving as a general medical doctor, providing preliminary diagnosis, and recommending testing and specialized intervention for health issues;
  • Informing and advising senior management (CFA) on public health risks and any measures to be taken;
  • Advising mission members on vaccinations recommended for Tajikistan;
  • Providing medical consultancy services to OSCE POID mission members both national and international, including prescription and dispensing of medicines, making referrals to local hospitals, clinics or specialists and determining in emergency medical situations, based on his/her knowledge of the adequacy of locally available facilities, all medical evacuation requirements; conducting regularly health facility assessments; 
  • Undertaking day-to-day clinical duties both in the Office and from home, e.g. walk-in clinic, emergencies, preplacement and periodic medical examinations, immunizations, etc.; 
  • Referring mission members to outside specialists where necessary; following-up with outside specialist.

Medico-Administrative Duties:

  • In coordination with Warehouse Clerk managing day-to-day Office’s medical support operations by ensuring availability of supplies and proper functioning of medical equipment; 
  • Responding to staff calls, scheduling, confirming and arranging routine and urgent medical appointments for staff;
  • Treating confidentially medical documents of mission members, collecting and filing confidential medical documentation from all staff and ensuring that medical findings are dealt with the highest level of confidentiality;
  • Ensuring that Office supplies, first aid kits are well maintained, supplemented regularly and placed in order. Stocking maintaining and ordering medical supplies and essential medicines in coordination with the warehouse;
  • Arranging medical appointments in various medical facilities in and outside the country when needed; Accompanying staff members to outside medical facilities and providing language interpretation as required to ensure quality treatment of mission members;
  • Referring mission members to the Human Resources Officer in case of any inquiries relating to entitlements, benefits and/or Rules and Regulations in general.

Note: The National Medical Advisor may work on site only in the POiD Office.

Necessary Qualifications:

  • A Medical Degree from a university, e.g. master’s degree or equivalent qualification;
  • Minimum three years of progressive clinical experience in the medical field with knowledge of Public health and Primary Health Care;
  • Experience in working with international organizations is a strong advantage;
  • Experience in a management and supervisory position within the medical field essential and strong self-motivational and interpersonal skills;
  • Experience as a team leader, with excellent communication and diplomatic skills essential;
  • Solid computer skills and good knowledge of relevant medical databases;
  • Valid driving license and willingness to travel anywhere in Tajikistan required;
  • Professional fluency in English, Russian and Tajik language;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

 

Remuneration Package:

Monthly remuneration is EUR 1,682.00. Social benefits will include participation in the Cigna medical insurance scheme.
