Background 

The vacancy is open only for persons with the citizenship of or permanent residence in the Republic of Serbia. 

The successful candidate will receive a one-year fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period.  

The incumbent will work in the OSCE Mission to Serbia’s Democratic Governance Section of the Democratization Department. 

Tasks and Responsibilities 

Under the supervision of the Senior Governance Adviser, the incumbent provides expertise in the development and implementation of the Department's projects in the field of environmental affairs, particularly in support of relevant actors in upholding international commitments on good environmental governance and applying good practice. Namely, the incumbent is responsible for: 

  1. Advises the supervisor, Head of Department and Mission Senior Management on the Mission’s approach and strategy in the field of environmental affairs, including the conceptualization and implementation of programmes (capacity-building measures, workshops, comparative and cross-departmental approaches) and prioritization of programmes to better achieve the Mission’s goals in the area of environmental good governance;
  2. Acts as the Mission’s main point of contact for environmental affairs, including with the host country’s authorities, civil society organisations, Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA), OSCE executive structures and other international organizations;
  3. Designs, implements, monitors and evaluates activities designed to address shortcomings in the field of environmental affairs in Serbia and the wider region; 
  4. Conducts research and needs assessments with relevant actors that support state institutions in fulfilling their international and domestic legal and policy obligations and supporting civil society organizations in contributing to the fulfilment of these obligations;
  5. Advises on draft strategies, action plans, and other policy documents and legislation as requested by the host country, specifically providing advice and recommendations to ensure that those documents/policies comply with relevant international standards; 
  6. Drafts analysis, talking points, background papers, and other documents on environmental affairs;
  7. Provides subject matter expertise and technical assistance internally and to state institutions, international organizations, and other relevant actors by representing the Mission at national and international conferences, meetings, working groups, and other public fora related to environmental affairs;
  8. Conceptualizes, facilitates and delivers capacity building events in the area of environmental affairs. 

Necessary Qualifications 

  • Citizenship of or permanent residence in the Republic of Serbia;
  • First-level university degree in environmental studies, natural sciences, humanities, social studies, law or related field;
  • A minimum of two (2) years of professional-level experience in project development and implementation, including monitoring and evaluation, in the field of environmental affairs, preferably in an international environment;
  • Excellent knowledge of environmental issues, including profound insight to the situation in the region;
  • Knowledge of international commitments, European environmental standards and best practices in the area of environmental protection, as well as legislative and policy developments related to environmental issues at the national level;
  • Knowledge of the work of international organizations, state institutions and civil society organizations in the field of environmental affairs;
  • Professional experience in delivering lectures and conducting workshops;
  • Knowledge of OSCE or similar administrative framework would be an asset;
  • Excellent written and spoken communication skills in English and Serbian;
  • Computer literate with practical experience in Microsoft applications;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender and youth perspective into task and activities;
  • Ability and willingness to work with people of different nationalities, cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity.

Remuneration Package 

The incumbent will receive a one-year fixed-term Letter of Appointment, which will be subject to satisfactory completion of a 6-month probationary period, and which will be renewable annually, subject to satisfactory performance and continuing need for the post.

Appointments are normally made at Step 1 of the applicable salary scales. 

Monthly remuneration, subject to social security deductions, is approx. EUR 2,250.33. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
