AIIB also performs the role of Administrator of the Multilateral Cooperation Center for Development Finance (MCDF) that is a multilateral financial mechanism designed to promote high-quality infrastructure and connectivity investments in developing countries.


TheStrategy, Policy and Budget (SPB) Department is responsible for: (i) developing and monitoring the implementation of the Bank’s Corporate Strategy; (ii) developing and overseeing compliance with the Bank’s operational policies and procedures for the Bank’s infrastructure investment portfolio (non-treasury); and (iii) formulating and managing the Bank’s administrative and capital budget to support the implementation of the annual business plan and strategic agenda.
SPB is recruiting a Budget Associate/Officer for its Budget Unit to support AIIB’s administrator role of MCDF and function (iii) above.

Responsibilities:

  • Lead the coordination work of AIIB’s administrator role of MCDF
  • Update policies and procedures related to MCDF Administrator by working closely with other units within SPB and other relevant departments 
  • Coordinate within AIIB to host the MCDF Secretariat, e.g., financial statements, cost recovery, internal/external audit, fund transfers and investments.
  • Provide budget management advice and support to MCDF Secretariat, including cost recovery and budget planning, execution and reporting.
  • Coordinate the MCDF contribution arrangements with the Contributors.
  • Coordinate the MCDF Implementing Partner Agreements with International Financial Institutions (IFIs) Implementing Partners.
  • Maintain the MCDF Administrator IT system
  • Lead or participate in project works related to budget management such as special fund cost/fee arrangement, expenditure review, business process optimization and system enhancement, etc.,
  • Collaborate with team members to support AIIB’s budget cycle, from strategic planning and resource allocation to execution and performance evaluation
  • Perform other tasks related to MCDF Administrator and budget management as required.

Requirements:

  • Minimum Bachelor’s degree in finance, accounting, business management, data or relevant fields from a reputable university 
  • Minimum 3-5 years (for Associate) or 5-8 years (For Officer) of finance planning and analysis (FP&A) and/or financial accounting experience with increasing responsibilities in supporting management of large operational budget or cost base
  • Experience of managing/administering special funds or trust funds in a Multilateral Development Bank is preferred
  • Outstanding analytical, coordination and stakeholder management skills, demonstrated by proven record of managing cross functional project involving internal and external stakeholders
  • Solid knowledge in financial and management accounting. CPA/CFA/CIMA designation is preferred
  • Enjoy working in a highly motivated team that continuously strives for excellence
  • Strong written and verbal communications skills in English
