Job Purpose

The Employee Relations and Engagement Unit sits within the Talent Management function and aims to manage employee relations involving staff that arise out of or affect work situations. It is responsible for facilitating communication between management and staff concerning workplace issues, grievances, and problem resolutions. The unit is also involved in maintaining employee-employer relationships that contribute to satisfactory productivity, motivation, and morale at work by identifying and addressing issues and solutions related to employee engagement
within the Institute.

This unit is part of the overall HROD department that provides guidelines to the line managers/supervisors on how to improve the performance and behavior of the employees. It facilitates a working environment that will maximize the productivity of employees through proactive communication and developing and maintaining strategic relationships with key stakeholders, and promoting a shared vision and experiences within the IRRI community.

Reporting to the HRBP – Employee Relations and Engagement, the HR Officer will:

  • Provide administrative support to the Employee Relations and Engagement unit in the implementation and documentation of relevant staff cases and engagement initiatives taken from time to time
  • Support both management and HR teams in crafting and executing employee engagement programs
  • Assist in collecting and incorporating continuous feedback to enhance the implementation of employee engagement strategies and introduce industry best practices
  • Provide support to the Learning and Development unit, in the execution of learning-based engagement activities from time to time
  • Provide administrative support to other HR units as may be required

This position will be based at the IRRI Headquarters, Los Baños, Philippines and may only be filled by permanent citizens of the Philippines.

Roles and Responsibilities
  • Coordinate and/or actively support and monitor various employee relations and engagement programs and events initiated by the HROD and extend support to other teams as might be required from time to time
  • Deliver customer-focused partnerships with HROD units and stakeholders, including providing administrative and logistical support for institute-wide engagement activities
  • Support with identifying gaps and scope for development with regards to employee engagement, and actively highlight these to the supervisor on an ongoing basis
  • Identify and highlight relevant areas of importance based on stakeholder feedback, and contribute to continuous improvement of the unit on an ongoing basis
  • Coordinate and assist in the delivery of employee relations and engagement strategies, projects, and activities in conjunction with the HRBP – Employee Engagement & Relations and HR Manager - Talent Management, and Communications and Advocacy - Internal Engagement
  • Liaise and coordinate with internal and external stakeholders in the administration and execution of employee relations and engagement programs and activities
  • Proactively communicate and respond to inquiries from internal/external and other stakeholders across all levels regarding changes and updates related to employee relations and engagement
  • Support and assist other HR units in the delivery of various HR-related initiatives and programs
  • Support with implementation of continuing improvement initiatives towards employee relations and engagement processes
  • Maintain and update the database for purposes of employee relations and engagement communication (i.e., group email lists, focal person, contact details, etc.)
  • In collaboration with Learning and Development, assist in the maintenance and update of the HR webpage
  • Keep records of various engagement activities undertaken, outcomes, and overall costs
  • Manage and ensure completeness and accuracy of the aforementioned reports and documentation including those for employee relations per the defined minimum required for record keeping
Qualifications
  • Bachelor’s degree in Human Resource Management, Business Administration or related field
  • Prior experience, minimum of 3 years, handling employee relations and engagement activities or programs

  • Acceptable level of creativity and can work independently
  • Is able to multitask and manage a large and variable workload
  • Basic understanding of the application of Philippine labor laws

Preferred

  • Knows how to drive, with valid Philippine driving license.
  • Independent and reliable (can work with minimum supervision)
