The International Energy Agency (IEA) is an intergovernmental organisation committed to advancing security of energy supply, economic growth and environmental sustainability through energy policy co-operation. The IEA operates as an autonomous body within the framework of the Organisation for Economic Co-operation and Development. The Agency recruits energy professionals from a wide range of backgrounds to work on global energy challenges.

The IEA seeks an HR Officer to support the Agency’s recruitment strategy and day to day staff administration.

The chosen candidate will be a part of the HR Team in the Office of Management and Administration (OMA) and will report to the HR Manager and work in close collaboration with the IEA’s Human Resources team, the Finance Unit and IEA managers and staff, as well as with OECD HRM teams.

 

Job Description

Main Responsibilities

Human Resource co-ordination

  • Advise managers and staff on operational HR procedures.
  • Support the IEA recruitment process for officials and temporary staff for the Agency.
  • Participate in the recruitment of trainees, temporary staff and Staff on Loan and liaise with HRM and BIPD to ensure timely and accurate processing through appropriate OECD systems.
  • Assist with staff-related actions (contracts, staff mobility, career development, teleworking arrangements, absences, follow up of probationary period reports, etc.).
  • Co-ordinate performance management exercises and assist in preparing annual People Review meetings for the Management Team and HR Business Partners.
  • Assist in the implementation of HR management reforms, as necessary.
  • Prepare and communicate information on policies, procedures and best practices.
  • Actively stay abreast of corporate HR management reforms, deadlines, guidelines and best practices.
  • Co-ordinate daily IEA HR operations, including weekly reporting and liaising with OECD HRM.
  • Develop and demonstrate a good knowledge and understanding of the OECD’s human resources management programmes, processes, procedures, policies and practices.

 

Personnel Data analysis and co-ordination

 

  • Analyse, oversee and co-ordinate the data produced by the HR Officers in the team
  • Analyse compensation and benefits packages and competitiveness of offers for candidates.
  • Maintain personnel management files and other files relating to recruitment and human resources.
  • Maintain contact with administrative representatives throughout the IEA’s Directorates and Divisions/Offices
  • Prepare staff financial commitments for recruitment and contract extensions. Update information as appropriate on the IEA Staff Plan.
  • Respond to internal and external queries on human resources reporting related and other administrative matters. 

Qualifications

Ideal candidate profile

Academic Background

  • Post-secondary education, with training in human resources management, personnel data management or equivalent experience in a similar role.

 

Professional Background

  • Confirmed experience working in a similar role in human resources management and/or personnel data analysis and management. Experience in an international environment would be an advantage.
  • Experience in project and workflow management in a complex, high-pressure environment.
  • Very good knowledge of the OECD staff and financial rules and regulations and their application would be an advantage.
  • Customer focus.
  • Ability to maintain strong attention to detail while meeting tight deadlines.

 

Tools:

  • Knowledge of the OECD’s administrative tools (Smartrecruiters, SAP HCM, SEM) or ability to acquire that knowledge quickly.

 

Languages

  • Fluency in the IEA’s official language (English) and knowledge of the other OECD language (French), with a commitment to reach a good working level.
  • Knowledge of other languages would be an asset.

 

Core Competencies

  • There are three possible levels for each competency. The level for each competency is determined according to the specific needs of each job role and its associated grade.

Contract Duration

  • Two-year fixed term appointment, with the possibility of renewal.

Selection Process

For retained candidates, written tests/video-recorded interviews are foreseen mid/late-August and panel interviews are planned for late September.
