Duties and Responsibilities
THE ORGANIZATIONAL SETTING The Air Navigation Bureau (ANB) in ICAO is responsible for providing technical guidance to the Air Navigation Commission (ANC), the Council and the Assembly. ANB provides technical expertise in aviation‐related disciplines to States, industry and all elements of the Organization. The Bureau is also responsible for maintaining and implementing the Global Aviation Safety Plan (GASP) and Global Air Navigation Plan (GANP), including its aviation system block upgrades as well as producing yearly safety and air navigation status reports. The Bureau develops technical studies and proposals for Standards and Recommended Practices (SARPs), and Procedures for Air Navigation Services (PANS) for further processing by the governing bodies of ICAO and develops related procedures and guidance material. The Bureau also manages the Universal Safety Oversight Audit Programme Continuous Monitoring Approach (USOAP CMA). The Multidisciplinary Priorities Section (MDP) within ANB is responsible for the development, deployment, and maintenance of the iSTARS. MDP also works on the airspace integration of Space operations, Higher Airspace Operations, as well as other emerging modes of air transport across the safety and air navigation programmes. Reporting to the Chief MDP, the incumbent will develop guidance material for Higher Airspace Operations (HAO), maintain information related to HAO on ICAO web sites and develop a dashboard to provide insight into global HAO activities related to the work of ICAO. The professional will be working in a team environment with business and technical resources as well as third party vendors. MAJOR DUTIES AND RESPONSIBILITIES Function 1 (incl. Expected results): Develop guidance material on HAO, achieving such results as: • Identify the subjects that should be addressed by the guidance material based on the needs of the States and the developments of the sector. • Catalogue information identified by States needed to enable HAO into dashboard. • Draft guidance material to cover the identified HAO subjects in a manner consistent with the existing provisions of ICAO. Function 2 (incl. Expected results): Develop a dashboard to keep track of HAO developments relevant to ICAO, achieving such results as: • Design the dashboard with layers to provide information at the Global, Regional and State levels. • Create interactive user interfaces using PowerBI. • Integrate data from various back-end services and databases. • Translate storyboards and use cases into functional aspects of the dashboard. • Maintain systems by monitoring operations and fixing bugs. Function 3 (incl. Expected results): Coordinate and collaborate with other members of the team, achieving results such as: • Work closely with the Technical Officer to gain an initial understanding of the desired solution, and iteratively develop and refine the material to achieve a usable, high-quality result. • Work closely with Technical Officer to propose amendments to other related guidance material to reflect operational needs, new trends and technological developments; - Work collaboratively with the team to facilitate the integration of other operational needs and interfaced ICAO guidance; - Liaise with other Technical Officers and expert groups in the Air Navigation and Air Transport Bureaux to assure consistency between manned and unmanned guidance material. • Work effectively with the team to ensure the final product adheres to the predetermined scope and design. Function 4 (incl. Expected results): Draft proposals related to the implementation of HAO guidance and other technical documents, achieving results such as: • Analyze needs for implementation support of HAO and recommend appropriate solutions; • Support States, industry and other stakeholders in states, regional and global deployment projects through Planning and Implementation Regional Groups (PIRGs); • Monitor and keep abreast of significant trends and post-implementation developments to ensure enhancement and continual development of guidance for future needs; • Work closely with Technical Officers to propose areas needing improvements for future developments. Function 5 (incl. Expected results): Collaborates on matters related to the harmonization of manned and unmanned provisions, achieving results such as: • Liaise with other Technical Officers and expert groups in the Air Navigation and Air Transport Bureaux to assure consistency between manned and unmanned guidance material; and • Liaise with the Legal Affairs and External Relations Bureau to establish compliance for future developments of HAO policy, provisions and guidance.
Qualifications/special skills
Education: A first level university degree in a technical field related to aviation. Professional experience: Essential: • A minimum of 5 years’ in developing guidance material on aviation technical subjects. • Experience in developing dashboards. Desirable: • Experience in Higher Airspace Operations (HAO) or other new entrants in aviation. Skills: Essential: • Proficient in dashboard software (e.g PowerBI) Desirable: • Proficient in data analysis software Other qualifications • Ability to coordinate with other team members working as a group. • Highly creative, motivated and detailed oriented. • Highly organized with strong time management and multi-tasking skills. • Interpersonal skills that create openness and trust among colleagues.
Languages
Essential • Fluent reading, writing and speaking abilities in English. Desirable • A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish).
Additional Information
It should be noted that this consultancy is to be filled for an initial period of eleven (11) months with a possibility of an extension. This is a full-time position and the work may be carried out remotely. Please note that the monthly rate for Band B varies from CA$ 5097 to CA$ 8122.
