General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure 

 

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are: 

  • First-level university degree in hydro-engineering, or power-engineering, or sustainable development goals, or regional planning and development, or environmental or related fields, or equivalent professional experience in such areas;
  • Work experience in any of the following fields: sustainable development, or environmental development and protection; hydropower; water sources and management; power / energy sources and management;
  • Experience working with developing or transitional economies;
  • Communication, interpersonal and analytical skills.

 

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

 

Education:

  • First-level university degree in a relevant field

 

Experience:

  • Minimum 6 years of relevant progressive professional experience

 

Mission Specific Requirements

Additionally, this particular post has specific requirements:


Mandatory:

  • Sound knowledge on environment sustainable development including water and energy sources use and management;
  • Previous experience of working in an environmental programmatic/strategic planning role;
  • Ability to establish contact and develop confident relations with government officials and institutions, business associations, developing agencies as well as civil society;
  • Sound experience in identifying potentially relevant programmes and projects, their implementation, monitoring and evaluation and reporting;
  • Demonstrated experience in supervisory role;
  • Flexibility and ability to work under pressure and with limited time frames;
  • Professional fluency in English language, both oral and written, and the ability to draft documents clearly and concisely;
  • Ability to operate windows applications, including word processing and e-mail.
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

     

    Desirable:

    • Elementary knowledge of Russian language;
    • Prior experience in field missions, preferably Central Asia and / or other developing or in transition countries.

     

    Tasks and Responsibilities

    Under the overall supervision of the Head, Economic and Environmental Department, the successful candidate will be tasked with the following duties:

    1. In close co-ordination with the Head of Department, running all POiD programmatic activities related to water management & energy security, promoting international environmental conventions and standards as well as engage with stakeholders on Green Economy;

    2. Ensuring the conducting of baseline studies and stakeholder analysis, including:

    • Reviewing and assessment of the current situation in relation to policy and practices with regard to water resources management and energy security for the country itself and in the wider Central Asia regional context;
    • Mapping of national, regional and international stakeholders and partners; identifying and analyzing their view on current and future/potential role in water and energy sectors, sustainable development and pertinent sources, presenting and proposing to them the latest methodological good practices for Integrated Water Resource Management (IWRM) and energy security;
    • Analyzing and assessing existing, and/or suggesting alternatives to: (a) Water resources management and energy security issues and priorities in Central Asia; (b) National or trans-boundary cross-sector co-ordination mechanism; (c) Links to trans-boundary processes and institutions; (d) Capacity building and awareness raising activities; (e) Regional knowledge management mechanism; (f) The IWRM monitoring framework,

    3. Establishing close cooperation with the water and energy national and regional professionals and institutions in identifying needs, conception and development of potential projects and interventions as well as facilitation of certain implementations;

    4. Developing a strategy to set up and maintain adequate mechanism for strategic trans-boundary dialogue and coordination with relevant activities in the Central Asia region, to include Afghanistan in future, to ensure on-going exchange of knowledge and experience;

    5. Supervising two team members in posts: Energy Security Programme Assistant and Water Management Programme Assistant;

    6. Performing other related duties as required.
