Overview of position
  • Third Party Facilitators (TPFs) are expected to carry out a range of duties, as outlined below, to support our clients programming primarily in hard to reach areas or areas where our clients staff have difficulties accessing.

  • TPFs are identified among Sudanese citizens with specific expertise & a thorough knowledge of the territory in which they operate, based on their residency & / or work experience.

Role objectives

Under the general supervision of the PME Chief & respective Area Chief / Field Office Coordinator, the Third Party Facilitator will:

  • Conduct regular situation monitoring in specific areas (visits to partners, stakeholders, communities & facilities) based on requests by the Supervisor (PME Chief & respective Area Chief), to assess the overall humanitarian situation & document the needs of affected populations, in particular of women & children.

  • This includes gathering information from affected populations on their views & concerns related to our clients interventions.  

  • Conduct needs assessments & gather information that will help inform ongoing program development & implementation.

  • Share information with partners, stakeholders, communities as designated by our clients centrally & respective field office.

  • This could include information on Accountability for Affected Population (AAP) , Prevention of Sexual Exploitation & Abuse (PSEA), Social & Behavior Change (SBC), campaigns etc. 

  • As relevant in the respective location, attend humanitarian & sectoral coordination meeting on behalf of our clients, connecting on the agenda in advance with respective focal points & report back.

  • Produce a weekly report of activities conducted, following a standard one page template provided by our client with any additional relevant information as annex as needed.

  • Any other tasks assigned by the supervisor.

Conduct partner monitoring visits as requested, within 24 hours following each partner site visit, upload a report in e-tools according to the standard format provided by our client. Follow up using our clients online systems, as appropriate. Regular visits to monitor programme activities supported by our client & will focus on:

  • Assessing program implementation by implementing partners according to signed program documents & to government ministries & agencies according to our clients Sudan country office annual work plans.

  • Verifying supplies are delivered to target beneficiaries in line with relevant program documents & documenting any delays & bottlenecks.

  • Conducting Post Distribution Monitoring (PDM) of supplies to assess beneficiaries’ feedback in terms of the quality, timeliness & relevance of supplies delivered.

  • Other end user monitoring of specific programs will be conducted as required by the field office.

  • Validate results data provided by implementing partners in their progress reports.

  • Report any actual or potential deviation from implementation plans.

Project reporting

This role reports to the line manager.

Key competencies
  • University degree, preferably in a field related to the scope of work in one or more than one of our clients programs (education, WASH, child protection, social protection, health & nutrition, adolescent development & social & behavior change) with at least 1 - 2 years of progressively responsible relevant work experience in humanitarian & development assistance, preferably in technical areas specific to our clients programs (education, WASH, child protection, social protection, health & nutrition & social & behavior change).

  • At least 1 - 2 years of progressively responsible relevant work experience in project / program management, monitoring & reporting.

  • Experience in collecting & compiling quantitative & qualitative data is an asset.

  • Experience working in a humanitarian context. 

  • Experience working with UN or NGO programs / projects is an asset.  

  • Experience working with our clients projects is an asset.

  • Fluency both verbal & written in English & Arabic.

  • Technical competencies in field related to the scope of work.

  • Excellent analytical skills, including the ability to analyze diverse & complex information from a wide range of sources to make analytical statements to inform decision making. 

  • Very good report writing skills.  

  • Capacity to work in an emergency context under stressful conditions & strict deadlines.

  • Strong communication & networking skills, including the ability to work in multi disciplinary teams as well as establishing & maintaining close working relationships with a variety of implementing partners & counterparts at different levels.  

  • Good computer skills, including experience with various software applications.

Team management

This role has no team management responsibility.
