Duties and Responsibilities
THE ORGANIZATIONAL SETTING The Air Navigation Bureau (ANB) in ICAO is responsible for providing technical guidance to the Air Navigation Commission (ANC), the Council and the Assembly. ANB provides technical expertise in aviation‐related disciplines to States, industry and all elements of the Organization. The Bureau is also responsible for maintaining and implementing the Global Aviation Safety Plan (GASP) and Global Air Navigation Plan (GANP), including its aviation system block upgrades as well as producing yearly safety and air navigation status reports. The Bureau develops technical studies and proposals for Standards and Recommended Practices (SARPs), and Procedures for Air Navigation Services (PANS) for further processing by the governing bodies of ICAO and develops related procedures and guidance material. The Bureau also manages the Universal Safety Oversight Audit Programme Continuous Monitoring Approach (USOAP CMA). Through USOAP, the Bureau is responsible for the identification of safety deficiencies in Member States by conducting various USOAP activities such as safety oversight audits and ICAO Coordinated Validation Missions (ICVMs) and assessing associated safety risks. It is also responsible for reporting on audit findings and for determining the impact on aviation safety arising from the lack of effective implementation of the critical elements of a safety oversight system. Having completed a cycle of audits under the Comprehensive Systems Approach (CSA) pertaining to all safety-related provisions in all safety-related Annexes to the Convention on International Civil Aviation (Doc 7300) the Programme methodology has now evolved from a cyclic approach to a continuous monitoring approach. ICAO is hiring a Data Expert specialized in processing of ICAO Annexes reference data, namely ICAO Standards and Recommended Practices (SARPs), Procedures for Air Navigation Services (PANS), Chicago Convention (CC) and various Guidance Material (GM) to be part of the USOAP software development and maintenance team. Reporting to the Chief of Oversight Support Unit, the incumbent will process various ICAO documents, mainly ICAO Annex amendments, using a document analysis and parsing tool, test, and deploy data amendments developed as data services as part of the ICAO Annex Manager System (IAMS); define and document technical specifications, application functionality, and perform technical testing. Additionally, s/he will be responsible for defining test plans, test scripts and conducting systems testing. The consultant will be working in a team environment with business and technical resources as well as third party vendors. He/She must have strong data processing, data analysis skills, database skills and a broad experience across a complex matrix organization. MAJOR DUTIES AND RESPONSIBILITIES Function 1 (incl. Expected results): Assists in data processing services to the SARPs/DMS team, achieving results such as: • Assist in data processing and data analysis using the IAMS document parser aimed to the enhancement and update of ICAO yearly Annex amendments reference dataset. • Assist in drafting ICAO documents and their yearly amendments. • Assist in the data processing of various ICAO documents in UN languages. • Troubleshoot and resolve existing IAMS application issues. • Participate in system development, integration testing and implementation of new requirements of IAMS. • Perform complete Unit and Integration testing and = draft documentation during the IAMS application development and enhancement. • Interact with other departments and the ICAO SARPs/DMS project team to clarify and enhance IAMS to meet a business unit’s objectives. • Liaise with Business analyst(s), end-users and the development and test teams to clarify and confirm business requirements for application. • Analyse technical options and impact of change requests. • Identify technical issues and provide workarounds or solutions. • Conduct quality review of the data processed with the development team to optimize the IAMS document parser tool. • Validate the IAMS data quality checks with the ICAO State letters of approved ICAO Annex amendments. • Develop and draft IAMS business requirements. Function 2 (incl. Expected results): Assists in data processing services to the USOAP team, achieving results such as: • Assist in e data processing and data analysis using the USOAP online framework (OLF) aimed to the enhancement and update of USOAP protocols. • Update the yearly Annex Amendments SARPs in the Electronic Filing of Differences (EFOD) system. • Validate the EFOD data quality checks with the ICAO State letters of approved ICAO Annex amendments. • Link USOAP protocols with ICAO SARPs, PANS, CC and GM. • Assist in the data correlation between USOAP audit results and ICAO member States compliance level with SARPs. • Conduct quality review of the data processed with the USOAP audit team to ensure the relevance and accuracy of the reference data. • Assist in the characterization of ICAO standards by their category based on subject matter expert’s advice. • Assist in the linkage of ICAO SARPs and the relevant document provisions based on subject matter expert’s advice. Function 3 (incl. Expected results): Perform other related duties as assigned.
Qualifications/special skills
Education Essential: First-level university degree in Management Information Systems, Computer Sciences, Business Administration Computer Sciences, Data Scientist or in a related field. Desirable: An advanced-level university degree (Master degree or academic equivalent) in Management Information Systems, Computer Sciences, Business Administration Computer Sciences, Data Scientist or in a related field. Professional experience Essential: • Minimum 5 years of experience and proficient in data processing and data analysis in the industry or an international or governmental organization. • Experience in data processing and analysis tool such as Microsoft Synapse and Power BI. • Ability to troubleshoot possible complex bugs and/or areas of concern in existing code. • Capacity of adaptation and complex problem solving. • A strong team player, personable, open to learning new methodologies, flexible and highly professional. Desirable: • Minimum 3 years of experience and proficient in SQL Server 2016 or higher, relational database design (utilizing normalization and relational integrity principles) • Minimum 2 years in building Extract, Transform, Load (ETL) processes.
Languages
Essential Fluent reading, writing and speaking abilities in English. Desirable A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish).
Additional Information
It should be noted that this consultancy is to be filled for an initial period of eleven (11) months with a possibility of an extension. This is a full-time position. Please note that the daily rate for Band B varies from CA$ 248 to CA$ 273.
