ORGANIZATIONAL CONTEXT
On February 27, 2019, the WFP Executive Board approved the Country Strategic Plan (CSP) for Nicaragua. During implementation, which began on April 1, 2019, WFP tracked performance in collaboration with government partners, following a results-based and gender-sensitive approach to measure outcomes, processes, and output indicators in the targeted municipalities. The logical framework provided the basis for the monitoring system: WFP tracked baselines to update outcome indicator values at the outcome level.
Data were collected through field visits and surveys supplemented by records provided by implementing partners, through electronic systems and mobile devices. Monitoring is carried out after distributions (in the case of activities with food transfers) and annually for the rest. All indicators are disaggregated and analyzed by age and gender; WFP uses partner feedback to inform the design and implementation of necessary corrective actions.
In order to generate evidence to support change, enable resource mobilization and accountability, the country office must have the right staff, capacities and structures in place to maximize its ability to achieve strategic results. Therefore, the country office is seeking a Monitoring and Evaluation Associate SC6 to contribute to achieving the monitoring work plan and support evaluation activities as appropriate, strengthening capacities towards the implementation of its new Country Level Strategic Plan 2024 - 2029.
JOB PURPOSE
The incumbent of this position is expected to support the development and implementation of monitoring, review and evaluation plans in line with WFP corporate standards to generate quality data on change in the lives of beneficiaries and support the design and implementation of policies, strategies and programs. This includes coordinating monitoring activities, managing or supporting the management of decentralized evaluations, supporting thematic/mid-term reviews, and positioning WFP as a reliable partner for governments to develop monitoring and evaluation strategies.
KEY ACCOUNTABILITIES (not all-inclusive)
1. Support the planning and implementation of the Monitoring and Evaluation Plan, on the effectiveness of all assistance interventions, which provides the most relevant and strategic information on the achievement of results, in compliance with corporate guidelines on monitoring and evaluation requirements;
2. Contribute to the design, budgeting, collection, processing and analysis of outcome, output and process/cross-cutting results data, in order to recommend improvements in program interventions and enhance WFP's ability to demonstrate results focused outcomes;
3. In close coordination with the RAM manager, conduct evaluations that contribute to the learning and accountability of the country office as applicable;
4. In conjunction with the field offices, support updated data entry into WFP databases and information systems, both internal and corporate;
5. In conjunction with field offices and the Program Unit, produce monitoring and evaluation reports on the progress of results and implementation of improvements;
6. Assist in following up on monitoring and evaluation findings to ensure that corrective actions are taken and/or adjustments to programs are made as necessary;
7. Contribute to the training of WFP field office staff to develop their skills in appropriate monitoring and evaluation techniques, increase awareness of the importance of monitoring and evaluation, and encourage accountability for demonstrating results and improving efficiency and performance;
8. Provide standard training to cooperating partners on WFP operational practices and monitoring tools and methods, to assist them in independent self-monitoring and to contribute to WFP visibility in the areas of coverage.
9. Work closely with other units and external partners to strengthen data quality, accuracy and consistency to generate credible evidence on performance;
10. Undertake specialized and/or standardized processes and activities within the specific technical area of work that supports program alignment with broader policies and guidance;
11. Any other tasks as required by WFP;
STANDARD MINIMUM QUALIFICATIONS
Experience: Minimum six years of relevant professional experience including monitoring and evaluation activities.
Experience using a variety of analytical tools and methods.
Education: University studies in sociology, social development, economics, statistics or other relevant field, or university graduate with additional years of relevant work experience and/or training/courses.
Language: Fluency in both oral and written communication in Spanish and English.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
Experience in collecting data on program outputs and outcomes, conducting quantitative and qualitative analyses, and communicating findings to the management team, partners and other stakeholders.
Desirable experience using a variety of analytical tools and methods for causality analysis, forecasting and others. Has conducted monitoring, evaluations and assessments conducted in the field.
Knowledge and experience in Monitoring and Evaluation, performance management, teamwork, reporting, data processing and analysis, program monitoring. Knowledge in SPSS, STATA, R or any other statistical software is also desirable.
