Overview

USAID’s Momentum Country and Global Leadership (MCGL) award is a USAID funded global award, that works in tandem with country governments and local nongovernmental organizations to provide targeted technical and capacity development assistance and contribute to the global technical leadership and policy dialogue on improving measurable outcomes for maternal, reproductive, newborn and child health, and voluntary family planning. MCGL is seeking a Clinical Services Specialist to support technical depth, vision, guidance and expertise in quality case management for an upcoming USAID program in East Jerusalem, the East Jerusalem Hospital Network (EJHN). 

EJHN comprises six non-profit, charitable hospitals that have a long history of providing services to patients from East Jerusalem, the West Bank and Gaza hospitals in East Jerusalem. The EJHN program will support hospitals within the network to diversify income streams and improve quality of services for patients from the West Bank, Gaza and East Jerusalem. This position reports to the Quality Improvement Specialist.

Responsibilities

  • Support the design and implementation of interventions to improve quality of services.
  • Support ongoing capacity-building activities for East Jerusalem Hospital Network facility staff
  • Support coordination and administration of virtual and/or in-person activities
  • Represent the projects to stakeholders
  • Build close working relationships with key stakeholders
  • Ensure high-quality training of clinical mentors and frontline health workers
  • Ensure data collection and reporting tools are implemented consistently
  • Contribute to program reporting and related documentation needs for assigned technical areas
  • Participate in stakeholder meetings and deliver presentations, as needed
  • Facilitate initial assessment, analysis and action plan for improvement of service delivery.
  • Facilitate the mentoring visits for quality improvement, learning and data strengthening at the hospitals.
  • Take active part in the implementation of capacity building initiative and support the EJHN partners. Lead the development/review of evidence-based clinical training materials and relevant communication materials and ensure their use.
  • Lead the development of clinical monitoring programs to asses staff knowledge and practical proficiency in executing clinical procedures and conducting clinical assessment.  
  • Integrate clinical monitoring program with the overall quality management program to ensure safety and facilitate improvement.
  • Help develop a capacity building program focused on mitigating needs, deficiencies and risk
  • Implement remedial measures identified to address the above and measure impact
  • Other duties, as assigned

Required Qualifications

  • Clinical degree in medicine; post-graduate training in emergency medicine or infectious diseases will be an advantage; 5to 6 years of relevant work experience in the West Bank, Gaza, or East Jerusalem

  • Experience planning and working in clinical care settings within public health programs; experience in contact tracing and/or infection prevention and control program preferred
  • Demonstrated experience working with USAID programs and familiarity with USG reporting requirements
  • 5 to 6 years’ experience in management, operational and technical expertise with a preference in public health program implementation
  • Familiarity with the East Jerusalem health systems and reporting structure and demonstrated ability to collaborate with government level officials to strengthen program implementation
  • Demonstrated ability in working and collaborating with a wide range of local and international partner organizations
  • Excellent skills in clinical decision making, facilitation, team building and coordination
  • Excellent writing and communications skills, including demonstrated technical writing skills for publication
  • Fluency in English
