Result of Service
The National Project Coordinator will support the Philippines’ National SLCP planning and implementation efforts. This will include integrated SLCP assessments and rapid implementation of actions that reduce SLCPs at the national level. The expert will also assist in strengthening the long-term institutional and technical capacity dedicated to supporting key mitigation measures that contribute to reducing emissions from these high impact sector and political and institutional backing for the SLCP mitigation strategy.

Duties and Responsibilities
The Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. More information on the CCAC is available at: www.ccacoalition.org Philippines is a CCAC State Partner and the lead country in implementing the project on “Driving ambitious climate action while addressing air pollution, health impacts and other local priorities in the ASEAN region.” The Philippines received national planning support (stages 1 & 2) aimed at building capacity to help develop the Nationally Determined Contribution of the Philippines. The Philippines’s through its Climate Change Service of the Department of Environment and Natural Resources has requested support on national planning to finalize its National Plan on SLCP and provide technical assistance to analyse the GHG and SLCP mitigation potential in waste and IPPU sectors. The CCAC is therefore seeking a National Project Coordinator to strengthen the capacity of the Republic of Philippines’s Environmental Management Bureau to coordinate national SLCP planning, policy, and implementation efforts. The CCAC National Project Coordinator will work in close collaboration with the CCAC Secretariat team and focal points at the Environmental Management Bureau to enhance awareness on national planning and SLCPs, and coordinate national SLCP planning, policy, and implementation efforts. The CCAC National Project Coordinator will also be responsible for development and implementation of SLCP emission and mitigation assessments and projects in key source sectors and fostering inter-ministerial collaboration across governments and engaging important stakeholders at the national level to effectively integrate SLCPs into national planning and to support implementation strategies. Responsibilities include: 1) • Contribute to participation and buy-in from across government to implement CCAC supported SLCP activities, including endorsement at high political level. • Engage sub-national governments, and civil society in CCAC partner country. • Coordinate all CCAC activities in the Philippines in collaboration with the CCAC Focal Point. • Assist CCAC Focal Point in all aspects of coordinating national SLCP planning, policy and implementation efforts. 2) • Coordinate all elements of PH-22-001-Philippines – Finalize the Philippine's National Plan on SLCPs That includes effective coordination with relevant departments within the Environmental Management Bureau and relevant government agencies, and all project partners, including NGOs. • Facilitate support to the CCAC project implementers, including support for the organization of training activities, gathering of data and contacts. 3) • Submit SLCP mitigation proposals to relevant funding mechanisms (e.g., Technical Expert Assistance, Country requests via the annual CCAC expression of interest process, other relevant national and international funding mechanisms etc.) • Assist and advise the project focal points at national level. 4) • Develop a country analysis for the Philippines and present it to the CCAC team. • Update monthly on new developments, important news and upcoming national events in the country. 5) • Participate at high political level in SLCP relevant events. • Present at CCAC online and in-person events and meetings (especially the relevant CCAC Hubs), especially to showcase country’s successes as well as to detail any challenges or requests for assistance. • Ensure the Philippines is an active CCAC State Partner and is leveraging benefits from the CCAC partnership (e.g., best practices shared, technical assistance, funding, bilateral partnerships, etc). • Add updated partner profile for CCAC website. 6) • Collaborate with CCAC from across national government departments. • Identify new opportunities for engagement with the CCAC. • Other ad hoc outputs as agreed.
Qualifications/special skills
• Advanced university degree, master or equivalent, in environmental science, economics, politics, international relations or a similar discipline. • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. • At least 2 years of professional experience working in a field relevant to climate change, air pollution, sustainable development or environment and health is required. • Demonstrated ability to provide technical assistance to governments and other stakeholders is required. • Ability to work effectively with multiple stakeholder groups including national governments is required. • Excellent communication skills (written and oral presentations) is required. • Knowledge of the national policies in climate change mitigation and air pollution (e.g. national policies and strategies on climate change, health and air quality management) is required. • A good understanding of short-lived climate pollutants, climate change and air pollution issues in Philippines is desirable. • Ability to work with advanced formulas in Excel spreadsheet is desirable.
