Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

The initiative named Haya Karima (HK) “Decent Life” is a cornerstone of the Government efforts to tackle multidimensional poverty. HK is a large-scale initiative that integrates and consolidates efforts among national state institutions, the private sector, civil society, and development partners in Egypt.  It aims at expanding the umbrella of comprehensive social protection by focusing on meeting the needs of Egyptians in the poorest villages.

 

ILO is part of the EU action to support Haya Karima initiative. As per its mandate in social protection, the ILO component focuses on supporting the Egyptian government in enhancing the social protection system and extend the social protection coverage to different groups including informal workers. ILO will work closely with the government to develop a social protection floor to ensure people are protected against the different shocks during their life cycle.

 

Reporting lines

The incumbent will perform his/her duties under the overall responsibility and the direct supervision of the ILO Decent work Team for North Africa and Country Office for Egypt and Eritrea (DWT/CO-Cairo) Director. The incumbent will work closely with the regional social protection specialist.

Description of Duties

Project Management:
1.    Coordinate the development and finalization of the project work plan and implementation.
2.    Ensure the management and effective implementation of all project activities, through timely provision of inputs, planning, monitoring and evaluation of activities (including gender mainstreaming) and the efficient delivery of results, in conformity with ILO policies, programming guidelines.
3.    Ensure effective financial planning, projection, and management of the project funds/budgets, in accordance with ILO rules and regulations, and administrative and financial procedures.
4.    Prepare and present work-plans, periodic narrative progress reports and expenditures status reports senior management as required;
5.    Manage the human resources of the project efficiently, including recruitment and performance management.

 

Technical leadership and coordination:
6.    Coordinate and build partnerships with the relevant national stakeholders, including governmental institutions, employers’ and workers’ organizations, UN agencies, and donor’s active in the area of social protection in pursuance of the project’s objectives and ILO’s mandate.
7.    Liaise with the national counterparts the UN agencies participating in the project, and the donor to ensure the project results are achieved and resources are managed.
8.    In collaboration with ILO social protection specialist, ensure sound design of project’s interventions.
9.    Represent the project in steering committee meetings and manage the relationship with the donor including oversight of reporting.
10.    Provide technical inputs to the studies and documents produced under the project.
11.    Provide technical advice, including gender issues, and support to relevant government ministries, social partners and other key national and international partners to manage the implementation of the project.
12.    Draft Terms of Reference for services providers, consultants, and implementing partners, coordinate their activities and ensure timely and high-quality delivery of outputs.

 

Knowledge Management:
13.    Monitor, evaluate, and report on project’s results and activities.
14.    Liaise closely with different ILO departments, on knowledge management, communications, and M&E efforts including through submission of timely information, regular reporting on achievements and highlights of best practice and lessons learned.

 

15.    Perform other relevant duties as assigned by supervisor.
 

Required qualifications

Education

First level university degree in development studies, economics, political science, management, or other related field.

Experience

-    Minimum of five years of relevant professional experience in the field of social protection.
-    Previous experience and knowledge on development cooperation projects.
-    Experience in coordinating with government institutions, UN agencies, and other key stakeholders.
-    Familiarity and previous work experience with the ILO or other UN agencies would be an added advantage.
 

Languages

Excellent command of written and spoken English. Working knowledge of Arabic language.

•    Knowledge of the substantive nature of Organization’s work programmes and activities.
•    Good knowledge of PC software (including word processor, spreadsheet and presentation 
software) such as Microsoft Office

•    Ability to interpret and work within applicable rules, regulations policies and procedures.
•    Ability to manage competing priorities.
•    Ability to maintain effectiveness when experiencing major changes in work tasks or environment, and to adjust effectively to work within new work structures, processes, requirements or cultures.

•    Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
•      Good knowledge of ILO programme and budget, project formulation and evaluation techniques and practices as well as good knowledge of ILO Social Partners.
