Org. Setting and Reporting
The Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support and oversight of the United Nations security management system (UNSMS) globally. As a global leader in security risk management principles, UNDSS enables the safe and effective delivery of United Nations programmes and activities in the most complex and challenging environments, while maximizing precious resources. To this end, the work of the Department is aligned under a clear mission, to enable United Nations system programme activities through trusted security leadership and solutions. The Division of Field Operations (DFO) serves as the safety and security focal point for the field duty stations, providing primary operational and technical support. The division is responsible for daily security coordination with the field. The incumbent will be responsible to lead and manage the UNDSS Operations Centre (OpsCen) in order to implement the Department's responsibilities for situational awareness and security information management in support of the UN Security Management System. The advertised position is located in the Division of Field Operations (DFO), New York. The Chief of Section, Operations Centre will report through the Deputy Director to the Director of the Division. Responsibilities
Under the overall direction of the Director and Deputy Director of DFO, the Chief of Section, Operations Centre will fulfil the following functions: a) Situational Awareness/Information Management i. Oversees and directs the OpsCen monitoring of field reports, news and other information sources. ii. Oversees and directs situational reporting in coordination with DRO Regional Sections, other DSS Divisions, Sections and Units, UNSMIN organizations, the UNOCC and other relevant entities. iii. Oversees the distribution of Mass Correspondence for the Department. iv. Oversees the OpsCen’s coordination, collection, record keeping and reporting for the Secretary General’s report on safety and security, arrest and detention cases, InterPol (stolen/lost UNLPs, stolen vehicles), the Victims of Violence Registry, and other Departmental reports as required. b) Crisis Management i. Oversees and directs the OpsCen support in crisis management. ii. Assists the Director DRO in establishing and maintaining Crisis Management Procedures. iii. Compiles after-action/lessons learned reports (in cooperation with DRO Regional Sections and other relevant entities). c) ICSC: Oversees the work of the Senior Communications Assistant and ComsCen related to the International Civil Service Commissions (ICSC) and the cooperation with TRS and the Deputy Director DRO. d) Other: i. Oversees the development and implementation of Standard Operating Procedures (SOPs). ii. Analyses incident handling to address implementation problems; Conducts after-action reports, evaluations, lessons learned. iii. Compiles regular reports on the work of the OpsCen. iv. Oversees the administration of the UNDSS ComsCen personnel. v. Oversees logistics and IT arrangements for the UNDSS ComsCen; Coordinates with the UNDSS Information Management Unit & OIC. e) Performs other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in business or public administration, political/social science, management, international relations, economics, security management or a related field. A first-level university degree, in combination with an additional two years of qualifying experience, may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of ten years of progressively responsible experience in security, programme management, administration or related area is required. At least two years of leadership experience in an Operations Centre, Joint Operations Centre (JOC) or Joint Mission Analysis Centre (JMAC) is desirable. At least five years with UN Security Management System or similar International Organizations within security or related area is desirable. Experience with security related contingency planning and crisis management is desirable. Experience with humanitarian operations and humanitarian crisis response is desirable. Experience with resource mobilization through donor relationship and partnership is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (oral and written) is required; and fluency in French is desirable. Knowledge of another United Nations official language is desirable. Note: Fluency equals a rating of "fluent" in all four areas (speak, read, write and understand). Knowledge of equals a rating of "confident" or "fluent" in at least two of the four areas.
