Purpose of the position: To deliver market shaping strategies to improve long-term market health outcomes across a portfolio of Gavi-funded Cold Chain Equipment (CCE) markets. This role is responsible for contributing to the development, update and implementation of market shaping strategies for CCE, including to support strategic decisions and procurement activities, CCE supplier interactions, and Alliance partner working groups.

Gavi, the Vaccine Alliance is a public-private partnership committed to saving children’s lives and protecting people’s health by increasing equitable use of vaccines in lower-income countries. In June 2015, the Gavi Board established the Cold Chain Equipment Optimisation Platform (CCEOP) to strengthen country cold chain systems and to advance the Alliance’s Immunisation Supply Chain Strategy (iSC). Improvements and expansion in the cold chain are a vital building block towards delivering vaccines more equitably and to increasing vaccine coverage, while shifting towards more reliable, energy efficient, environmentally “green” / climate friendly and sustainable equipment. Improvements in cold chain are also among the most effective interventions the Alliance can make to mitigate risks to its vaccine investments of over US$ 1.5 billion per year. In addition, the CCEOP has increased favourable market conditions for cold chain equipment which, in turn, will encourage further innovation and competition in the long term. The CCEOP is increasingly focused on supporting countries to improve CCE performance monitoring (and fostering enabling technologies and systems to achieve this goal), as well as to foster critical innovations needed to deliver vaccines to the “last mile” of the supply chain.

THE ROLE

The market shaping team contributes to achieving Gavi’s mission by working to improve the health of markets for vaccines and other immunisation products. Guided by the Gavi Market Shaping Strategy (https://www.gavi.org/our-alliance/market-shaping), the team develops and coordinates implementation of evidence-based Alliance strategies to address market-based health-commodity related challenges impacting Gavi countries. This includes the objectives of ensuring adequate and secure supply of suitable and quality products, at appropriate and sustainable prices.

The key function of this role will cover a range of market shaping activities for Cold Chain Equipment (CCE), including managing CCE supplier interactions and Alliance partner working groups. Key functions and deliverables include:

  • Lead the development/update of market shaping strategies (roadmaps) for CCE; including vaccine refrigerators/freezers (solar and mains powered), and temperature & performance monitoring devices;
  • Support the execution of roadmap interventions; managing stakeholder accountability to interventions and associated target outcomes;
  • Support and maintain the collaborative and productive engagement with a broad set of stakeholders, including procurement agency, industry and other Alliance partner counterparts (including through Alliance partner working groups);
  • Report on progress against target outcomes, interventions and evaluation criteria;
  • Ensure information resources are kept up to date to contribute to informed country demand.


MAIN DUTIES/RESPONSIBILITIES

  • Lead and support implementation of CCE Market Shaping Roadmaps (2+) and related Action Plans to improve the health of the CCE markets, serving as the CCE market expert and main focal point. Refresh CCE Market Shaping Roadmaps as needed.
  • Lead Market Shaping activities supporting the preparation and rollout of new innovations in performance monitoring equipment from 2026 onwards. Implement Roadmap activities to help ensure innovations are market ready and sustainable.
  • Serve as Gavi focal point for all CCE market shaping partner activities, including coordinating and collaborating with CCE partners (e.g., core Alliance partners; technical partners; donors) and Working Groups involving various internal Gavi teams and external partners; represent Gavi in various forums and discussions with these partners;
  • Collaborate with procurement agency (UNICEF Supply Division) to ensure development and execution of procurement strategies that are consistent with Gavi’s established strategies and expected outcomes;
  • Maintain the primary relationships with industry partners, leading to collaborative engagement and information sharing, including building expertise on current and future market dynamics and pricing considerations for all CCE product categories;
  • Update CCE demand shaping tools and resources for countries on recurring basis, including CCEOP Technology Guide (https://www.gavi.org/sites/default/files/support/guidelines-2023/Cold-chain-equipment-technology-guide.pdf);
  • Track CCE innovations pipeline, including for CCE products that expand reach to “zero-dose” communities and/or reduce the climate impact of CCE products, serving as key focal point within Gavi and among Alliance partners and industry for these topics.
  • Additional support to the Market Shaping team, including cross-functional projects, as required. Depending on evolving team needs, this role may also provide support to market shaping activities for other vaccine markets or as part of Gavi’s Middle Income Country (MICS) engagement.

QUALIFICATIONS

ACADEMIC

  • University degree in business administration, economics, engineering, finance, management, or other quantitative or scientific disciplines.
  • Advanced degree in public health an asset.

WORK EXPERIENCE

  • Minimum of 5 years of relevant professional experience in strategic planning, market analysis; management consulting, or similar analytical role;
  • Experience managing projects with cross-functional teams; multilateral partner management experience preferred;
  • Vaccine, cold chain / supply chain, pharmaceutical, UN or global health experience working with developing countries is preferable; previous experience in cold chain is not required as long as there is a desire to learn this area.
  • Track record of excellence in achieving results.

SKILLS/COMPETENCIES

  • Proven ability to develop strategic approaches and follow through to implementation with diverse collaborators;
  • Excellent oral and written communication skills, able to synthesize complex information and communicate across disciplines and diverse stakeholders;
  • Excellent quantitative analysis skills and technical skills and to interpret results to help inform strategic decision-making;
  • Results-oriented, entrepreneurial and hands-on approach with good attention to detail;
  • Ability to work in a multicultural environment and establish harmonious working relationships; demonstrated ability to work across institutional boundaries;
  • Excellent verbal communication and negotiating skills;
  • Demonstrated organizational skills to deal with multiple priorities, ability to work independently and under pressure to meet deadlines, find solutions to issues and raise risks as appropriate;
  • Highly motivated self-starter capable of taking initiative and ability to adapt in a changing environment.

LANGUAGES

  • Fluent English is required;
  • French or other additional UN language is an asset.
