Mission and objectives

Context

This position will be based within the GEF Chemicals and Waste Team, Industry and Economy Division, UNEP office based in Gigiri, Nairobi. This position will be supervised under the Programme Budget Officer within the GEF team. The GEF helps developing countries and those with economies in transition to meet the agreed incremental costs of measures designed to achieve global environmental benefits in six focal areas: biological diversity, climate change, international waters, ozone layer depletion, land degradation and chemicals and waste. As part of its duties, the GEF Chemicals and Waste Unit is in charge of supervising a portfolio of ongoing projects, developing new projects to be submitted to the GEF and assist countries to close finished projects.

Task description

Under the direct supervision of the Programme Budget Officer, the UN Volunteer will undertake the following tasks: . •Scrutinize documents for completeness, accuracy, and validity of requests in line with applicable policies, procedures, rules and regulations. •Review, analysis and preparation of project budgets and the revisions •Prepare supporting documents (narrative and supporting tables) with respect to GEF submissions and UEP programme of work. •Preparation of budget performance submissions and finalization of budget performance reports, analyze variances between approved budgets and actual expenditures. •Verify accuracy of input data, ensuring consistency of data. •Review cash advance requests and upon certification by the fund management officer, prepare payments for final disbursement by UNON. •Review incoming expenditure reports and upon certification by the fund management officer, input in relevant databases/systems. •Monitor the status of various financial databases. •Collect relevant information and documentation related to specific audit assignments; calculate, compute and verify data. •Ensure that accurate and complete accounting; reporting and internal control systems are functioning. • Assist fund management officers regarding queries on budget, payment and deposit related issues and draft related correspondence. •Maintain updated files and archives as required. •Prepare project completion and closing revisions including all supporting documents. •Ensure that all relevant records and audit trails are maintained. •Provide guidance to program managers on audit matters. •Perform data extraction and prepare various reports for management review. •Carry out supervision mission to partner countries to verify expenditure and audit figures. •Carry out any other related duties and responsibilities as required.
