The International Energy Agency (IEA) is an intergovernmental organisation committed to advancing security of energy supply, economic growth and environmental sustainability through energy policy co-operation.  The IEA operates as an autonomous body within the framework of the Organisation for Economic Co-operation and Development. Both the IEA and the OECD seek opportunities to work with an increasing number of non-members of growing importance to the world economy. The Agency aims to foster the contribution of the energy sector to economic development and environmental sustainability.

The IEA is seeking to recruit an Energy Analyst to join the Renewables Integration and Secure Electricity (RISE) Unit. RISE performs analysis and provides advice to policy makers on best-practices in  policies, regulations, and market designs that will ensure clean, affordable and secure power systems during clean energy transitions. The selected candidate will work under the general guidance of the Head of the RISE Unit, and will also work with staff across the Agency on electricity issues.

Description of the Analyst (Modeller) role for Energy Policy Analysis and Advice

The role requires technical expertise to lead and contribute to modelling, research, analysis, statistics and advice. You are expected to develop and maintain power system models, and prepare documents and best practices that facilitate policy decision-making through high-quality products and advice. You are expected to contribute to the intellectual expertise and leadership of the IEA.

Job Description

Main Responsibilities

  • Lead and coordinate the modelling activities of RISE, directing a small group of modelers and overseeing and maintaining processes, data and tools, and scripts. Engage  with other IEA modelling teams, demonstrating  mastery in advanced modelling tools and programming skills, strategic decision making, leadership and stakeholder management. Furthermore, the position demands the ability to translate intricate regulatory, policy, and techno-economic variables into advanced modelling tools, ensuring accurate representation of complex factors influencing electricity systems and markets. Contribute to a comprehensive understanding of the effects of policy changes, technological advancements, and economic variables on the power sector's decarbonization, offering valuable insights for strategic decision-making within RISE and among its audience.
  • Undertake in-depth policy, technical and economic analyses of electricity systems and markets, in particular regarding the challenges of fast, secure and affordable decarbonisation of the power sector. This includes analysis and policy advice on electricity security, grid integration of renewables and new electricity uses, investment incentives and market designs that impact electricity consumers, grid owner/operators as well as businesses and industry. You will use your ability to synthesise complex technical material into accessible  to prepare the analysis and advice in the form of written reports, commentaries, op-eds, briefing notes as well as presentations and verbal communication.

Liaison, outreach and capacity building

  • Collaborate with other Divisions in the Agency and other organisations on cross-cutting projects, publications, policy reviews, the development of programs and conferences.
  • Build and maintain contacts with delegations of IEA member and focus countries, other governmental bodies, international organisations and representatives of industry and research institutions.
  • Prepare presentations of IEA work and messages at meetings of IEA standing committees, working parties, conferences and other groups as required, following corporate guidelines and procedures.

Qualifications

Ideal Candidate Profile

Academic Background

Preferably an advanced university degree(s) in relevant disciplines, such as energy economics, engineering, physical sciences, public policy or similar discipline. Degrees with a quantitative focus would be an asset.

Professional Background

  • Minimum of three years’ experience working on power sector policy, regulation and market design topics.
  • Excellent understanding of techno-economic analysis methodologies of the electricity sector to consider clean energy transitions, like electricity security, renewables and clean electricity integration, cross-border electricity trade, distributed energy resources and system flexibility.
  • Understanding of the energy sector technologies particularly on electricity systems, system operation, generation, transmission and distribution.
  • Proven analytical capabilities as demonstrated in past work (policy, analytic reports or published papers).
  • Experience in implementation and advice on energy policies, in particular in emerging economies, is a strong asset.
  • A solid experience with advanced modelling tools, (PLEXOS, PyPSA, …) and programming, especially in Python and R. Past use of PLEXOS would be an asset.

Languages  

  • An excellent written and oral command of English. Good knowledge of other language(s) would be an asset.

Contract Duration

  • Two year fixed term appointment, with the possibility of renewal.

Depending on level of experience, monthly salary starts at either 7 738.74 EUR, plus allowances based on eligibility, exempt of French income tax.

Salary Information

Please note that the appointment may be made at one grade lower in the specified job family, based on the qualifications and professional experience of the selected applicant.
