The International Energy Agency (IEA) is an intergovernmental organisation committed to advancing security of energy supply, economic growth and environmental sustainability through energy policy co-operation.  The IEA operates as an autonomous body within the framework of the Organisation for Economic Co-operation and Development (OECD). The IEA seek opportunities to work with an increasing number of non-member countries of growing importance to the global economy. The Agency aims to foster the contribution of the energy sector to economic development and environmental sustainability.

The IEA seeks to recruit at least  four energy analysts to work in its  new IEA Regional Cooperation Centre in Singapore (“the Centre”), which is expected to open in October 2024. The Centre will extend the IEA’s engagement and influence in Southeast Asia and beyond. Southeast Asia is one of the most dynamic and fastest growing regions in the world, and a key driver of global energy demand. The region will heavily influence the global energy landscape in the decades to come, including prospects for sustaining energy security and meeting climate targets.

In close collaboration with staff in IEA Headquarters in Paris, the Centre will undertake substantive work across several key workstreams, including (i) bilateral engagement with countries in the region; (ii) regional training and capacity building programmes; (iii) the scale-up of renewables and regional power trade; (iv) the deployment of clean energy technologies and innovation; and (v) overcoming region-specific clean energy investment challenges.

The selected candidates will undertake the substantive work of the Centre, under the guidance and management of the Head of Centre. They will also collaborate closely with various teams across the Agency based in Paris, including the Southeast Asia Desk in the Asia-Pacific and Partnership Division (APP). The ideal candidates will have in depth knowledge and experience in one or more of the following areas, preferably in a Southeast Asian context: (i) power grids and system integration of renewables; (ii) energy technology and innovation; (iii) clean energy investment and finance; and (iv) administering training and capacity-building  programs on energy topics.  

Job Description

Main Responsibilities

Research and Analysis

  • Carry out analytical work on  key energy issues in Southeast Asia.
  • Support the development of new policies and advice in response to complex issues, including through carrying out and participating in specific sectoral and/or regional studies related to developments in the energy sector and energy policies of countries in the region. 
  • Co-author and contribute to relevant IEA outputs, including project reports, web content, training material and capacity building programmes, presentations and input to other IEA products, in collaboration with other analysts and technical experts in the Agency.

Liaison and Outreach

  • Maintain and enhance IEA’s relations and engagement with various stakeholders in Southeast Asia, both at a technical and higher level, including with government officials, other international organisations, industry, research institutes, universities and NGOs.
  • Collaborate with relevant colleagues across the IEA in support of the broader IEA efforts to strengthen IEA engagement with countries across the region, industry and relevant stakeholders.
  • Organise and co-ordinate relevant bilateral and multilateral events,workshops and activities in Southeast Asia with the participation of relevant countries, organisations and other stakeholders in the region.
  • Identify opportunities for sharing relevant knowledge between countries, and for contributing to build stakeholder communities for selected energy topics at country, regional and sectoral levels.

Qualifications

Ideal Candidate Profile

Academic Background

  • An advanced university degree(s) in relevant disciplines, such as energy, international relations, economics, engineering, finance, accounting/business, statistics or computer science.

Professional Background

  • A minimum of five to seven years’ experience working in the field of energy, including a good understanding of energy policies.
  • In depth knowledge and experience in one or more of the following areas: (i) power grids and system integration of renewable energy; (ii)  energy technology and innovation; (iii) clean energy investment and finance; and (iv) organising and administering training and capacity-buidling programs.
  • Policy experience, preferably in the energy field, with a national government, international organisation, the private sector or academia/research.  
  • Proven analytical experience and strong drafting skills, as demonstrated by past work (publications, reports, quantitative analysis, operative models and/or published papers).
  • Experience in engaging policy-makers and experience in and knowledge of Southeast Asia would be a strong advantage.

Languages

  • An excellent written and oral command of English.
  • Working knowledge of other languages used in the region would be an asset.

Contract Duration

  • 2-year fixed term appointment, with the possibility of renewal.

What the OECD offers

  • Depending on level of experience, monthly salary starts at 7 738 EUR plus allowances based on eligibility. In addition to their basic salary, OECD officials assigned to the Centre may be exempt of income tax and may receive an additional allowance of EUR 2 000 per month.

Selection Process

  • For retained candidates, written tests/video-recorded interviews are foreseen toward early-June and panel interviews are planned for early-July.
