Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.

The CCD Bangkok covers four countries namely Cambodia, Lao PDR, Thailand and Viet Nam and operates as one joint team to support each country’s National Society. The CCD Bangkok also provides secretariat support to the Southeast Asia Red Cross Red Crescent Networks and represents IFRC with the United Nations ESCAP and other regional organizations based in Bangkok.

Job Purpose

The PGI and CEA Officer’s main responsibility is to provide institutional, technical, strategic and operational support in the area of PGI to the National Societies in Thailand, Laos, Cambodia, Viet Nam. The PGI and CEA Officer also supports the Southeast Asia PGI network, as well as the external coordination and advocacy on PGI, 

particularly with the humanitarian actors based in Bangkok. The role is also a focal point for CEA, providing related technical support to the four National Societies.    

The  PGI & CEA Officer works as part of global PGI and CEA thematic teams and in particular with the IFRC APRO thematic leads, to contribute to regional and global PGI and CEA strategies and plans. The role also provides support to the IFRC Women as Humanitarian Leaders in Asia-Pacific initiative.

Job Duties and Responsibilities

Technical support to National Societies in Thailand, Cambodia, Laos and Viet Nam

  • Support National Societies with their institutional strengthening in PGI, including development of compliance-based policies, protocols and awareness related to PGI.
  • Support National Societies to implement global and regional commitments related to PGI including from the Hanoi Call for Action targets under the “Advancing women in Asia Pacific” commitment.
  • Support with leading trainings and workshops on PGI as requested.
  • Conduct PGI specific trainings upon request by National Societies.
  • Support National Societies’ emergency response operations to meet PGI Minimum Standards in Emergency Programming and contribute to emergency plans of action (DREF or Emergency Appeal) related to PGI.
  • Support National Societies to more accurately collect sex and age disaggregated data.
  • Provide advice to National Societies with respect to women empowerment and community resilience programme design and implementation.
  • Provide IFRC secretariat support to the successful functioning of the Southeast Asia Red Cross Red Crescent Societies PGI network.
  • Act as the CEA focal point for the IFRC CCD
  • Support CEA mainstreaming in National Societies long-term projects and emergency response operations

Technical support to the IFRC CCD

  • Support the HoCCD with implementing IFRC’s commitments to PGI within the IFRC CCD and programmes.
  • Support the HoCCD on promoting and supporting the Women as Humanitarian Leaders in Asia Pacific initiative.

External coordination

  • Engage with PGI advocacy and coordination with humanitarian actors based in Bangkok including UN agencies. Represent IFRC in the Gender in Humanitarian Action (GIHA) working group on behalf of the Regional PGI Coordinator as requested.
  • Represent IFRC in engagement with Asia Pacific humanitarian diplomacy platforms including advocacy on PGI, as relevant.

Programme management

  • Develop advocacy materials and best practice case studies on PGI programming as needed. 
  • Manage budgets and complete timely and accurate narrative reports as required.
  • Contribute to the IFRC unified plan for PGI and CEA.
  • Support the Partnership Manager with preparing and submitting funding proposals to donors for PGI related work.

Confidentiality

  • Maintain strict moral confidentiality and do not disclose or spread any confidential or sensitive information.
  • Organize archives of all reports and documents and treat them as confidential material. 

Education

  • Relevant university degree or similar professional qualification (gender, international relations, human rights, etc.) (Required)

Experience

  • 5-7 years of experience in PGI mainstreaming or standalone programming in humanitarian context, including proven track record in leading and delivering tools, and technical advisory outcomes (Required)
  • Possesses a broad understanding of global humanitarian issues and international humanitarian standards for PGI in disaster response. (Required)
  • Possesses working knowledge of Gender and Diversity issues in humanitarian and development settings, specifically in the context of Asia Pacific Region (Required)
  • Experience with the Red Cross/ Red Crescent (Preferred)
  • Experience with other international organizations, large NGOs and /or governmental development agencies (Preferred)
