POSITION SUMMARY

The position will be responsible for developing substantive inputs and analyses to the development, delivery, and assessment of work related to Sustainable Agriculture activities in close collaboration with the Ministry of Agriculture and Rural Development (MARD). Main responsibilities include but are not limited to supporting and aligning the relationship with the Ministry of Agriculture and Rural Development of Vietnam and other relevant actors in the agriculture sector.

 
PURPOSE

The role of the position holder is to support the implementation of Sustainable Agriculture activities for the Vietnam Country Office.

The successful candidate will:

  • Assist in coordinating and providing technical advisory needed for the achievement of policy development and investment formulation related to the agricultural sector.
  • Participate in the implementation of GGGI's projects/programs in Vietnam associated to sustainable agriculture and related topics (e.g. biochar production) in close collaboration with GGGI's team and partners that aim to achieving green growth objectives.
  • Contribute to project structuring for bankability in sustainable agriculture value chains linked to rice, forestry, beef, dairy and others related in close partnership with government agencies, private sector and other relevant local stakeholders.
  • Support the development and implementation of multiple components/workstreams and provide technical input to deliver a portfolio of services.
  • Compile best practice through research case studies and other illustrative materials which give practical guidance to project development.
 
ENGAGEMENT 
  • Works closely with national Vietnamese counterparts to build cooperative relationships and establish the organization as an effective partner for policy delivery, particularly with the Ministry of Agriculture and Rural Development, and other related sectoral institutions. 

  • Align and support the relationship of GGGI and the Ministry of Agriculture and Rural Development and other relevant agriculture-related institutions within the context of the MoU signed with this institution or what replaces it in time. 

  • Support to identify, develop and sustain strong networks among other international cooperation agencies, NGOs, government institutions, private sector stakeholders and other relevant parties that could support and facilitate GGGI´s delivery, scalability and impact. 

  • Engage in stakeholder mapping and support facilitation of discussion between investors, government and various stakeholders. 

 

DELIVERY 
  • Assists in the projects of “Biochar Project for Circular Climate-resilient Agriculture in Vietnam” and other related projects design, development and implementation and understand project methodologies and is able to provide a wide range of contributions in support of delivery of components/workstreams in the country program. 

  • Support to ensure project delivery in time and within budget, securing monitoring and reporting as per GGGI´s standards and requirements. 

  • Provide timely information to monitor project implementation and execution, as well as support in developing all reporting information required for donor reporting purposes. 

  • Assess delivery issues and identifies potential solutions in consultation with key national counterparts to build common understanding and implementation of project activities. 

  • Elaborate and conduct technical and economic analyses to address green growth opportunities and support to provide relevant advisory services for sound regulatory and policy design and implementation. 

  • Apply enough technical skills to acquire relevant information/knowledge from a variety of sources in support of delivery of a good quality output. 

  

REQUIREMENTS
QUALIFICATIONS
  • Graduate degree in economics, business, public administration, engineering or similar, related to agricultural sector.
  • At least 4 years of relevant experience in the promotion and implementation of low-carbon, sustainable agriculture.
  • Over 2 years of relevant experience on projects/programs design, development and implementation.
  • Understanding of Vietnam´s agriculture and overall rural development institutions, problems, policies and general state of the art.
  • Knowledge of green growth approach to advancing agricultural objectives, involving both private and public sector.
  • Proven experience and understanding of the sustainable agribusiness in Vietnam.
  • Experience working with local communities, indigenous peoples, or other rural and forest dwellers in the implementation of sustainable agriculture implementation.
  • Good analytical and quantitative skills; capacity for synthesis, presentation and communication; and strategic thinking skills.
  • Fluency in written and spoken English and Vietnamese is required.
