WORK CONTEXT

CESVI presence in North Africa currently includes Libya, Tunisia and Morocco, with likely expansion to other countries in the coming months.

The main leading Mission is Libya where CESVI has started in 2011 as the first Italian NGO to take action, in the aftermath of the Arab Spring.

Over the years, CESVI has developed relevant expertise in the Region on migration, and it has positioned itself as one of the most active protection actors by addressing protection needs and promoting the resilience of migrants, refugees, asylum seekers, IDPs and vulnerable host community members.

CESVI has developed a solid expertise in General Protection, Child Protection, Gender-Based Violence, MHPSS, Cash and Voucher Assistance, and Education in Emergency through a set of activities aimed at preventing and responding to violence, exploitation and abuse against boys, girls, women, and men, while promoting their rights.

CESVI is also active in promoting capacity building of Civil Society Organizations.

JOB DESCRIPTION

Duty station: Tunis for Tunisia, Libya and Morocco

The primary focus of the position holder will be to support all CESVI Regional Office staff, volunteers, and partner organizations (NGOs, INGOs, and government officials CESVI cooperates on the ground) to ensure full understanding, application, and continuous improvements in reinforcing Safeguarding and PSEA policies.

Under the overall supervision of the Regional Protection Advisor, and in close collaboration with the Safeguarding Specialist at the HQ level, the Safeguarding and PSEA Specialist is responsible for supporting and tracking the progress of the compliance with and implementation of the global CESVI policies on Child Safeguarding and PSEA, harmonizing global policy and procedures at the country of operations levels, revising and improving existing Safeguarding and PSEA capacity-building material, reinforcing complaints mechanisms, participating in PSEA Libya network, analyzing data and reporting.

Systems strengthening, monitoring, and reporting (approx. 50%)

  • In consultation with all levels of the organization, especially HQ Safeguarding Focal Point, national HR department, and Regional Protection Advisor, the position holder supports the process of improving Safeguarding and PSEA through policies and practices, including Child Safeguarding and PSEA for CESVI employees, volunteers, partner organization staff and governmental officials CESVI cooperates on the ground
  • Cooperates with the HR unit during the recruitment process, revising relevant reference check questions and ensuring that Safeguarding and PSEA will be integral parts of the new staff induction process
  • Coordinate with PMs and specialists (specifically, MEAL, GBV, and CP) in developing strategies, systems, and procedures to prevent, document, and respond to safeguarding and SEA concerns and complaints, including integrating already existing complaint mechanisms and identifying additional complaint channels
  • Support field Coordinators and supervisors to have in place effective and consistent awareness-raising and sensitization activities among communities and vulnerable beneficiaries and improve monitoring mechanisms for Safeguarding and SEA complaints
  • Design and implement yearly Safeguarding and PSEA activity plans, including EIC materials, training materials for CESVI staff, volunteers, and partners, revision of existing relevant policies, data collection, and reporting
  • Develop and implement monthly safeguarding training data/activity reports in coordination with PMs and Technical Unit staff
  • Keep Incident Report tracking and inserting new complaints, initiate the investigation, and report on findings
  • Conduct PSEA Risk Assessment of all new partners and act as an advisory focal point for any identified needed improvements of their policies and procedures

Technical support and capacity building (approx. 50%)

  • Coordinate safeguarding capacity building and mobilize project staff, partners, volunteers, and other stakeholders to undergo mandatory annual training in Safeguarding and PSEA, and through regular refresher sessions, discussion of case studies, quizzes, etc.
  • Provide technical advice, logistical arrangements, and support during SEA investigations.
  • Support Libya National Safeguarding Focal Point, field coordinators, and supervisors to have in place effective and consistent awareness-raising and sensitization materials and in delivering activities among communities and vulnerable beneficiaries.
  • Create and maintain Safeguarding and PSEA resource tools in the SharePoint folder to ensure all materials are translated and updated, including PPTs, pre-posttests, training lists, incident reports, recommendations, and findings.
  • Conduct Safeguarding and PSEA proposal risk assessment, design mitigation plan, and develop a financial plan for needed activities (training, awareness raising, design, and printing costs).
  • Participate in the Technical Unit work and mainstream Safeguarding and PSEA through all CESVI activities.

REQUIREMENTS

Essential

  • BA/BS preferred in social science, human resources law, criminal law, investigation, gender-based violence or related fields
  • 5 of relevant work experience, especially in compliance and ethics; familiarity with Safeguarding and PSEA; and experience integrating Safeguarding and PSEA in humanitarian projects
  • Ability to exercise sound judgment and make decisions independently
  • Excellent self-motivation skill
  • Ability to travel and provide mobile support
  • Knowledge of Child Protection Principles

Desirable

  • Advanced degree desirable
  • Familiarity with protection operations in developing countries and experience in non-profit compliance and policy implementation

SALARY PACKAGE

  • COLLABORATION CONTRACT - 12 MONTHS
  • 2900 - 3100 € MONTHLY GROSS
  • HOUSE ALLOWANCE : 550€
