Background:

The OSCE Secretariat’s Transnational Threats Department Border Security and Management Unit  (TNTD/BSMU) extra-budgetary project “Strengthening the Resilience of Uzbekistan to Address Cross- Border Challenges Emanating from Afghanistan” (2022-2025) is aimed to increase existing capacities of the border and customs services of Uzbekistan to effectively address cross-border challenges emanating from Afghanistan through provision of tailored training and technical equipment for border, customs officers and private sector personnel working at the border checkpoints and the logistic terminal “Termez Cargo Center” of the Republic of Uzbekistan.The post is part of extra-budgetary (ExB) project “Strengthening the Resilience of Uzbekistan to Address Cross-Border Challenges Emanating from Afghanistan” to be co-located in the Office of OSCE Project Co-ordinator in Uzbekistan (PCUz).


Tasks and Responsibilities:

Working under general supervision of the National Project Officer the Project Assistant ensures that all procurement, training materials, meeting notes, records and transport support are provided and implemented according to the CRMS. This involves assists in planning, implementing, monitoring and evaluating programmatic activities within the ExB project. The incumbent plays an active role in project administration, logistical support of upcoming activities and project needs. S/he serves as a resource to other project staff in project administration matters.
 
1. Liaising with administrative units in the OSCE Secretariat, communicates administrative information to the field-based project team, and follows up on administrative matters as required for the project implementation;
2. Drafting letters of invitation, participant lists, agendas, minutes and other materials; communicates with participants and speakers to confirm their participation and responds to their requests; arranges meeting facilities, audio-visual and other equipment; schedules meetings, organizes official luncheons/dinners and receives visitors; drafts minutes of meetings attended (to be agreed upon by the supervisor);
3. Preparing and executing payments for suppliers, special service agreements, and implementing partners. Provides inputs for the preparation of terms of reference, assists in the selection of service and goods providers, and in the verification of financial reports; arranges travel, visa, accommodation, official travel authorizations and travel claims for OSCE and non-OSCE officials;
4. Gathering and compiling data for project progress reports (quarterly and annual reports), monitoring and evaluation reports, including information about the implemented activities and funds utilized;
5. Maintaining electronic and hard copy filing systems; files, documents, contact lists, and distributes documents; prepares an overview of all project-related expenditures by compiling and updating an electronic data base; handles correspondence;
6. Raising and updating purchase requisitions (in IRMA); Verifies and confirms (in IRMA) delivery of goods and services.

Necessary Qualifications:

Education:
Secondary education with additional training in the area of office organization, project
management, public administration.
Experience and knowledge/skills:
Minimum four years of working experience in project management and administration, preferably in international organisations;
Ability to conduct research and collect information from a variety of sources;
Computer literate with practical experience with Microsoft applications;
Ability to work with people of different nationalities, religions and cultural backgrounds;
Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
Holding a valid Driving licence.
 
Languages:
Excellent written and spoken communication skills in English and local languages (Russian and Uzbek).

 

Remuneration Package:

Monthly remuneration, subject to social security deduction, is USD 1128.00 as per the relevant OSCE salary scale.
Appointment is normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
