Mission and objectives

En agosto de 2012, el Gobierno de Colombia y las Fuerzas Armadas Revolucionarias de Colombia - Ejército del Pueblo (FARC-EP) iniciaron conversaciones para lograr un acuerdo de paz. A petición de las partes, una Misión política especial fue establecida mediante la Resolución 2261 (2016) del Consejo de Seguridad, la cual está conformada por personal civil y observadores internacionales desarmados. A partir de allí, la Misión tenía como mandato verificar la dejación de las armas bilateralmente con las FARC-EP y, participar como componente internacional (CI-ONU) en el Mecanismo tripartito de Monitoreo y Verificación (MM&V) del cese al fuego y de hostilidades bilateral y definitivo. Este mandato concluyo el 25 de septiembre del 2017. En junio de 2017, el Gobierno de Colombia y las FARC-EP solicitaron al Consejo de Seguridad de Naciones Unidades la aprobación de una segunda misión política ONU, para un periodo de tres años. En julio de 2017, el Consejo de Seguridad de Naciones Unidas aprobó la resolución 2366 (2017), estableciendo una segunda misión política (Misión de Verificación) para un periodo inicial de 12 meses a partir del 26 de septiembre del 2017, con el mandato de verificar la implementación por partes del Gobierno de Colombia y las FARC-EP de las secciones 3.2 y 3.4 del Acuerdo Final ( Proceso de Reincorporación política, económica, y social de las FARC-EP y Garantías de Seguridad personales y colectivas para las FARC-EP y programas de seguridad para comunidades,). En el periodo de transición entre julio y septiembre 2017, la Misión inicio actividades provisionales relacionadas con su siguiente mandato, planteando la tarea de reportar los avances iniciales al Consejo de Seguridad.

Context

This UNV assignment is part of the United Nations Verification Mission in Colombia (UNVMC) mandated by the Security Council, at the request of the Government of Colombia and the former Revolutionary Armed Forces of Colombia – People’s Army (FARC-EP) guerrilla organization, to verify the following five key aspects of the Final Agreement for Ending the Conflict and Building a Stable and Lasting Peace, adopted in 2016 by the Government of Colombia and FARC-EP: (a) the reintegration of FARC-EP members into political, economic and social life (section 3.2 of the Agreement); and (b) the implementation of personal and collective security and protection measures for ex-combatants and comprehensive security and protection programmes for the communities and organizations in the territories (section 3.4 of the Agreement); since 2021 (c) compliance and implementation of the sentences issued by the Special Jurisdiction for Peace (section 5.1.2 of the Agreement); since 2023 (d) the verification of the comprehensive rural reform (section 1 of the Agreement); and; (e) the implementation of the ethnic chapter (section 6.2 of the Agreement). Moreover, through the Security Council Resolution 2694 (2023), the Mission mandate was expanded to verify and monitor the implementation of the Bilateral, National and Temporary Ceasefire Agreement between the Government of Colombia and the Ejército de Liberación Nacional (ELN).. The Verification Mission’s mandate is defined in Security Council resolution 2366 (2017), subsequently expanded by the Council in its resolutions 2574 (2021), and 2673 (2023), 2673 (2023) and 2694 (2023). and was lastly renewed by its Resolution 2704 (2023) renewed the mandate until 31 October 2024. The Verification Mission works closely with the relevant parties, including in the framework of the relevant verification bodies established by the Final Agreement, in particular, the Commission for the Follow-up, Promotion and Verification of the Implementation of the Final Agreement, the National Reintegration Council and the National Commission on Security Guarantees. With regards to the Ceasefire Agreement between the Government of Colombia and the ELN, the Verification Mission works collaboratively with both parties, and verification bodies set out in the Agreement’s protocols. The Mission works closely with members of the United Nations Country Team, local and departmental authorities and civil society. The work of the Verification Mission is of vital significance to support the parties in the implementation of the reintegration process and of measures to extend security and protection to vulnerable communities, leaders and former combatants, and providing support to the transitional justice process through the Mission’s verification of restorative sentences issued by the Special Jurisdiction for Peace. In addition, the Mission plays a significant role through its verification of the comprehensive rural reform and the implementation of the ethnic chapter of the Final Agreement and the verification of the implementation of the ceasefire agreement between the Government of Colombia and the ELN.

Task description

Within the delegated authority of the Chief of Staff and under the supervision of the Mission Planning Officer, the UN Volunteer Associate Monitoring and Evaluation Officer will help to ensure programme and project compliance with corporate requirements and contribute to the reporting of the Mission’s Programme Plan and Performance. The UNV will also ensure proper reporting and evaluation of the Extra-Budgetary Fund projects. The duties include but are not limited to: • Prepare quantitative and qualitative data analysis to support results-based reporting on programmes/projects managed by the team. • Work closely with relevant colleagues on inputs for Mission reporting under the Strategic Management Application. • Collect and consolidate data for inputs for the regular and standardized results-oriented reporting of current programme/projects. • Participate in formulating recommendations, providing evidence-based inputs to support decision making processes related to Mission projects. • Support the drafting of projects, narrative reporting, and others as relevant. • Maintain and strengthen monitoring and evaluation mechanisms, tools, and procedures, providing recommendations for efficiencies when applicable. • Monitor and evaluate extrabudgetary projects’ activities, ensuring quality data collection tools are in place. • Keep a record of project’s reports and assessments for easy reference and/or to capture and institutionalize lessons learned and best practices. • Report on issues identified to ensure timely resolution by the manager and stakeholders. Follow up on unresolved issues to ensure resolution. • Any other related tasks as may be required or assigned by the supervisor. Results/expected outputs • As an active UNVMC team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNVMC and its beneficiaries in the accomplishment of her/his functions, including: o Support the development and ensure maintenance of a monitoring and evaluation mechanism and associated tools; o Ensure timely inputs of the Mission performance assessment through the Strategic Management Application o Prepare evaluation report of the UNVMC XB program under the guidance of the Mission Planning Officer • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.
