Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies. IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). As one of the five decentralized parts of the Secretariat, the Europe Regional Office (ROE) in Budapest leads the support to National Societies of 52 countries through Country and Country Cluster Delegations and directly from Budapest spread across Western and Eastern Europe, the Balkans, Caucasus and Central Asia.

Job Purpose

Under the guidance of the Regional M&D Coordinator the position holder will provide guidance and technical support as requested to National Societies within Europe Region and IFRC teams  with a focus on improving coherence, analysis, longer term programming and better response in IFRC operations  in the migration work in Europe and Central Asia. As senior officer the position holder will act as a pro-active member of the regional M&D team and provide high quality technical advice, comprehensive insights and support.  

In close coordination with the M&D team he/she will cooperate closely with the Migration Unit of the Headquarters of the IFRC Secretariat in Geneva, the Migration Unit of the Red Cross EU office in Brussels and will network effectively with the Reference Group on Migration and Platform for European Red Cross Cooperation (PERCO).

He/she will work closely with the broader HDCC  Teams  as well as with the regional Team for advocacy and visibility of the migration work in the Europe Region in line with the Migration strategy and work plan of the migration team.

Job Duties and Responsibilities

1. Migration programs development and implementation

  • Contribute to the facilitation of the development and revision of long-term Migration and Displacement strategies/plans to address needs, challenges, and priorities, including in the Ukraine and impacted countries operation through the Integration and Inclusion Framework.
  • Provide support to the implementation of longer-term migration projects in the region, including through technical advice and other programmatic issues.
  • Proactively Contribute to the review and analysis of operations plans, mid-year and year-end reports
  • Under the leadership of the Regional M&D coordinator and in cooperation with SPRM and other technical teams, identify funding opportunities and contribute with technical support for global, regional, and country-level proposals as required.
  • In close collaboration with other regional colleagues (f.i. M&D, PGI, etc.) Support National Societies with implementing Humanitarian Service Points and similar tools that can contribute into the NS assistance and protection to migrants.
  • In close collaboration with other M&D teams the senior officer will contribute to the institutional migration knowledge management strategy.

2. Support to emergency, preparedness and response to crisis

  • Technical support to the IFRC operations migration activities,
  • Support the compilation of lessons learned from IFRC operations.
  • Ensure country teams have the tools to include Migration and Displacement in their operations.

3. Project management

  • Under the leadership of the regional M&D coordinator take on the responsibility for the overall coordination, monitoring and reporting of specific projects, ensuring the connections and synergies with other initiatives.
  • Actively Facilitate the sharing of regular updates, experiences, lessons, and exchanges within the partnership and beyond.
  • Monitor, develop, and share evidence and knowledge within relevant projects and link it to communication and HD efforts at the regional level, including in collaboration with the M&D team and with the communication department, the RCEU office and others, ensuring synergies with other initiatives in the migration file.
  • In close collaboration with the Regional M&D Coordinator Ensure networking and sharing of information within the Movement and with external stakeholders, including UNHCR as their work relates to the project and technical area.

4. Monitoring, analysis

  • Contribute to the facilitation of assessment of Migration and Displacement needs in close collaboration with others in the regional M&D team.
  • As a senior and active member of the broader HDCC team and in collaboration with IM team and M&D team, monitor and report on migration trends, policies, and challenges in Europe and contribute to the overall regional analysis of the ongoing migration situation .
  • Contribute to the newsletter and periodic reporting on the global and Europe migration work of the IFRC according to the standard procedure.
  • In close collaboration with PGI colleagues Identifying specific protection risks associated with migrants and displaced persons, including risk of refoulement, neglect, discrimination, abuse, and exploitation, and propose ways to mitigate those risks.

5. Capacity building, knowledge, and networking

  • Support the development and dissemination of Capacity Building tools like Migration and displacement trainings.
  • From the Europe Region perspective, contribute to trainings, guidelines, and toolkits to ensure a coherent Migration strategy in coordination with other regions, National Societies and partners.
  • Facilitate peer to peer support, exchange spaces and coordination and collaboration among NS in the M&D file
  • Work on promoting knowledge/information sharing and networking within and outside the IFRC Network
  • Initiate relevant research as needed for Migration and Displacement with academia, the private sector, and other relevant stakeholders.

6. HD and communication

  • In close cooperation with the regional M&D coordinator and the regional HD team, Support National Societies to undertake effective advocacy in support of migrants’ access to essential public services, including providing policy and technical guidance in migration in cooperation with units based in Geneva, Budapest, HD Department and the RCEU office.
  • Under guidance of the regional M&D coordinator and according to the migration ROE strategy and work plan work together with the IFRC ROE Communication team in drafting key messages as they relate to migration and support National Societies in developing relevant messages respectively at the national level.
  • In cooperation with regional M&D colleagues and according to the migration ROE strategy and work plan , support National Societies in liaising with authorities to implement policies that are more favorable to migrants, including refugees and asylum-seekers.

Education

Preferred:

  • Degree in international development, international law, political sciences or other related degree.
  • Postgraduate Diploma or training in Migration or equivalent.

Experience

Required:

  • A minimum of 5 years of practical working experience in the field of migration with an RC/RC National Society or with another humanitarian organisation and knowledge about RC activities.
  • Experience with a National Society or other RCRC Movement components.

Preferred:

  • Training experience.

Knowledge, Skills and Languages

Required:

  • Proven knowledge of Forced Displacement, Refugee and Migration issues.
  • Good analytical thinking, communication and presentation skills.
  • Strong skills in use of computer (Windows Office tools).
  • Good inter-personal, diplomatic and communication skills, ability and willingness to work in a team.
  • Fluently spoken and written English.

Preferred:
