What we are looking for 

The Norwegian Refugee Council (NRC) is seeking a highly qualified, experienced, and dynamic Head of Global Strategy Planning and Development Section.

The Strategy, Planning and Knowledge Management Section is the result of a merger between the Knowledge Management & Intl Comms (KMIC) and the Strategic Planning and Development (SPD) units in NRC’s Organisational Development Department. The merger's objective is to improve collaboration between the complementary and partly overlapping areas of responsibility in the two current units and to create synergies from bringing people and competencies together under one leadership. 

The vision for new Strategy, Planning and Knowledge management (SPK) is establishing a competent and authoritative section to maintain NRC’s knowledge and normative guidance on strategy, change management and org development. The section will be the preferred go-to place for quality support to the organisation within these areas and knowledge management and internal communication.

What you will do 

The SPK role is a global one and includes:

  • provide strategic direction the areas within the section’s mandate
  • ensure governance and risk management for the section and thematic areas
  • develop policy, tools and guidance 
  • provide operational support and expertise to management
  • facilitate processes and offer operational support within for the areas of SPK’s responsibilities.
  • Line management, incl. performance management of staff, and budget responsibility for the section
  • Enable, coordinate and enable teams across NRC within SPK’s areas of responsibilities 
  • Monitor NRC’s performance within areas of responsibility and identify improvement areas
  • Manage and support e.g. organisational development projects, cost efficiency initiatives and other organisational development initiatives.

 What you will bring 

  • Minimum 5 years of relevant experience, preferably within the humanitarian field
  • Higher education on Masters level, or equivalent, within a relevant field, e.g. Organisational development, Administration, Leadership
  • Experience from working in complex and volatile contexts; experience from working in humanitarian field context and broad knowledge of NRC is an advantage
  • Professional knowledge of organisational, strategic development processes
  • Professional knowledge of change management and business process optimisation
  • Documented results related to the position’s responsibilities

  • Duty station: Oslo, Norway (Hybrid work model) 
  • Contract: Permanent
  • Travel: <10%
  • Salary/benefits: Grade 11 on NRC’s Head Office salary scale, with accompanying terms and conditions.
