SCOPEOFWORK

The North Humanitarian Access and Security Officer supports the safe, effective and efficient access toandbypeopleinneedforhumanitarianassistance,inlinewithhumanitarianprinciples,throughinformationandproceduremanagement,directsupporttostaff,negotiationandliaison,andmonitoring.The N- HASO is responsible to monitor the overall security situation, enforce security regulations andprovidesoundandtimely advicetoIRC Lebanonstaffandmanagement.

RESPONSIBILITIES

SafetyandSecurityManagementPlanning:

  •  SupportedtechnicallybiHASC,s/hewillupdateallpolicies,procedures,guidelinesandplanningforstaffsafety,operationalsecurity andprogramcontinuityintheirrespectiveareaofoperations. 
  • WorkwithHASCtodevelop,consolidateandimplementoperatingproceduresandcontingencyplans.
  • Evaluate, review and update the hibernation and evacuation plans for current IRC offices and residencesin Deir Dalloum, Akkar, and any future office/center and ensure that the practical preparations are in place and known to all staffinvolved.
  • Conductrisk assessmentsofcontractedandprospectiveoffices andresidencesinthe Northarea.
  • Undertake continual assessments of equipment to ensure that minimal conditions for security arebeingmet.
  • Assist FieldCoordinatorandHASCtodealwithsecurity incidentsinthe North.

Monitoring,AnalysisandSupervision

  •  Identify,establishandmanagecontextappropriateapproachto assureIRCfacilitiesaresecure
  • WorkcloselywithIRCteamstoensureallincidentsandaccidentsarefollowedupwithanofficialwrittenreport,whichis thensharedwithrelevantstakeholdersandfiledappropriately.
  • Compiletheincidentsreportsandsecurity informationandsharethemwiththeHASSOtoincludeintheMonthlySecurity Report.SubmitdailycontextualupdatesasneededtotheHASC.
  • CoordinateregularlywiththeHASConsafetyandsecurity,andfulfillreportingrequirementstotheregion.
  • Regularly monitor the news and share timely security related information and advisoriesrelevanttotheir areasofoperations.

CapacityBuilding

HumanitarianAccess:

  • Analyzesecurityinformationandassess impactonarea ofoperation.
  • In Coordination with HASC and FC, schedule regular meetings with state actors and dominant nonstateactorstoenable andmaintainaccessthroughofficial representation.
  • Informprogramsandoperationsstaffofrequirementsforhumanitarianaccessduringplanning.
  • Ensuretimelycompletionofprocessesandprocedurestofacilitateeffectiveandefficientaccess.
  • Manageandmaintainrecordsofpermits, clearancesandexemptionsfromrelevantactors.
  • Provide direct support to staff and management to resolve access issues, including interference andquestioningthroughcoordination, liaisonandnegotiation.
  • Track and report on the humanitarian access environment including incidents and issues to informhumanitarianaccessplanningandmanagementandrecommendsolutions.
  • Actively contribute to information exchange both internally and externally and share with the HASCintimelymanner.

Qualifications

  • Education degree: Bachelor DegreeFieldofeducation:
  • Tertiaryeducation(Bachelorminimum)incommunication, politics,riskorotherrelatedfield
  • 3 –5yearsofExperienceworkingwith NGOs,otherinternational agenciesormultinational business
  • Provenabilitytoprioritizetasksandmeetdeadlines
  • Stable,moraland robustcharacter and agood team-player
  • Excellentcommunicationskills, calmandagoodsense ofhumor
