Background:

The recruitment is for the ODIHR Experts roster.

OSCE Office for Democratic Institutions and Human Rights (ODIHR) serves as a collection point for information and statistics on hate crimes, and is mandated to report regularly on this data. In line with this mandate, the Tolerance and Non-Discrimination Department (TND) publishes data and information on hate crimes, incidents and responses in the OSCE region that are based on information submitted by participating States, civil society organizations (CSOs) and international organizations. ODIHR’s Hate Crime Report (HCR) for the previous year is published at hatecrime.osce.org every year on 16 November. 

ODIHR receives submissions from over 100 CSOs every year for its Hate Crime Report (in English, Russian and other languages). These submissions include over 8,000 hate incidents in total, including statistical data. Each submission needs to be analysed, and relevant information on individual hate incidents which can be reported in line with ODIHR’s mandate included in ODIHR’s Hate Incident Database (Database) for subsequent publication in the Hate Crime Report. Every year ODIHR needs a team of analysts to work on these submissions and analyse individual hate incidents for inclusion in the report. 

Objective of Assignment: 
To provide analysis of CSO reports and to input relevant incidents and information into ODIHR’s Hate Incident Reporting Database ready for publication on ODIHR’s hate crime reporting website.

 Duration of Assignment:
 between 15-30 working days on an annual basis between May-August.

 Tasks and Responsibilities:

Upon completion of relevant online training conducted by ODIHR TND Department, the Consultant will perform the services outlined below and will be supervised by Assistant Hate Crime Officer throughout the duration of consultancy:

  1. Analyse submission reports (including varying numbers of incidents), and include up to approximately 50 relevant incidents per day in the Database;
  2. Liaise closely with TND’s Hate Crime Reporting Team to ensure accuracy of content and data; revisit and correct own work based on feedback;
  3. Conduct follow-up inquiries with CSO submitters of analyzed reports, where necessary or in cooperation with Hate Crime Reporting Team.

 Necessary Qualifications:

  • University degree in political or social sciences, international relations, human rights, humanities, or related field;
  • Minimum 2 years of relevant work experience in the area of human rights and international relations
  • Knowledge of ODIHR’s hate crime reporting process and platforms is a strong asset;
  • Professional fluency in at least one of the following languages: English, Spanish, German, Ukrainian, Russian;
  • Meticulous attention to detail;
  • Excellent analytical and drafting skills;
  • Ability to work under minimum supervision and experience of working as part of a team;
  • Demonstrated gender awareness and sensitivity and an ability to integrate a gender and diversity perspective into tasks and activities.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
