Functional Responsibilities

In the context of EAPMCO’s ongoing operations, the incumbent will be responsible for leading EAPMCO’s business development and partnership expansion initiatives across the EAPMCO geographical area. 

The incumbent reports to the EAPMCO Director and will support the overall design, development, and implementation of EAPMCO’s partnership and business development strategy, and manage a team of partnerships and business development personnel located across the MCO. The incumbent liaises  extensively with colleagues at EAPMCO as well as relevant offices at the UNOPS Asia Regional Office and UNOPS Headquarters.

Duties and responsibilities:

Under the general guidance and supervision of the EAPMCO MCO Director, the incumbent will be responsible for the following:

Partnerships and business development strategy formulation and implementation

  • Draft, lead implementation of and keep updated a partnership and business development strategy for EAPMCO ensuring alignment with UNOPS corporate and regional strategies and priorities as well as targeting priority partners and donors 

  • Liaise with relevant authorities at UNOPS Asia Region and Headquarters (HQ) to ensure avoidance of overlaps in areas of coverage and incorporation of potential synergies with the strategy

  • Ensure that EAPMCO maintains updated information on the political humanitarian and development situation in the area of coverage with the aim of donor mapping, needs mapping, and opportunities mapping

Support to portfolio growth and expansion

  • Manage the MCO partnerships and business development comprising resources operating from different locations across the MCO

  • Identify new programme/project opportunities in the targeted territory, building on current strengths and overall UNOPS vision for future development

  • Develop a strong relationship with targeted donors and partners; develop and update donor mapping in the area of coverage and advise the Head of EAPMCO and relevant project managers on donor strategies and requirements 

  • Develop and/or coordinate the development of technical proposals (unsolicited or response to tender, and relevant Requests for Proposal) with prior authorization from the Head of EAPMCO and in liaison with the relevant authorities at both Asia Regional Office and HQ

  • Active marketing and promotion of UNOPS services by building a network of key partners and clients, keeping abreast of market, social, economic, and political trends in targeted countries

  • Maintain close coordination of project development/external relations activities between UNOPS HQ, Regional Office, and other UN agencies in targeted area

  • Establish contacts with potential clients and partners and attend external meetings, and prepare subsequent plan of action and follow-up for potential business acquisition and partnership development opportunities.

  • Draft concept notes, project documents, project briefs, proposals, presentations for further discussion with clients and donors.

  • Active participation in the identification, design, formulation and negotiation of new projects and programs and development of appropriate engagement proposals through a targeted approach.

Support to new and existing engagements

  • Support the Head of EAPMCO and relevant project managers in developing and/or strengthening ongoing or potential partnerships with key clients, partners and donors

  • Identify requirements related to corporate marketing materials and the distribution thereof, as well as any reports/publications required for existing and potential clients and partners

  • Share information and knowledge, and provide proactive support and follow-up in building and maintaining effective client relations

  • Draft proposals, budgets, agreements and/or contractual documents in coordination with the relevant PMs and relevant authorities within the organization

  • Develop and maintain a library of agreements, documents and strategies

  • Develop mechanisms for tracking and projection of business acquisitions/income, in coordination with the PDM and Programme Management to obtain up-to-date information on contributions received

Communications and Visibility 

  • Ensure that EAPMCO operations are duly visible and new engagements are shared with relevant networks within and outside the organization

  • Oversee all Business Development outreach activities in collaboration with the Head of EAPMCO and the Outreach and Communications team 

  • Draft and edit communications pieces, articles, and reports to ensure proper visibility of new activities and engagements across the EAPMCO region. 

Representation 

  • At the request of the Director, represent EAPMCO in high visibility and strategic activities to improve the MCO’s prominence, skills, and credentials 

  • Attend on behalf of the Country Manager, UNCT meetings, or other high-level meetings and discussions.



Education/Experience/Language requirements

Education: 

  • Advanced university degree (Master’s or equivalent) preferably in International Relations, Political Sciences, Development Studies, or a related field. 

  • A first university degree (Bachelor’s or equivalent) with an additional two (2) years of relevant experience is considered equivalent. 

Experience

  • At least seven (7) years of experience in services marketing, business development, project design and development, fundraising from institutional donors or donor relations required.

  • Minimum three (3) years of international experience (working abroad) is required.

  • Experience working in any of the Southeast East Asia Pacific countries is a distinctive advantage. 

  • Strong networking, communication, negotiation, and presentation skills is required

  • Experience in drafting and developing pitches, business cases, and proposals for a broad range of potential donors is a strong asset.

  • Proven experience in successfully leading partnership development and resource mobilization work on a variety of issues with a strong understanding of working with institutional donors is a strong asset.

  • Experience dealing with multi-lateral and bilateral donors such as the World Bank, USAID, DFID, EU, DFAT, and governments as well as regional or global funds is an asset.

  • Experience working in the UN system is an added advantage

Language: 

  • Full working knowledge of  English is required.

  • Knowledge of another official UNOPS language is an asset
