Org. Setting and Reporting
This position is located in the Office of the Assistant Secretary-General (ASG) for Africa in the Departments of Political and Peacebuilding Affairs (DPPA) and Peace Operations (DPO). The Principal Officer is the senior adviser dealing with a variety of political and managerial questions entrusted to the ASG for Africa; monitors activities pertaining to the implementation of the functions entrusted to the ASG and the two Departments, providing substantive and managerial advice as required; liaises and coordinates with the relevant divisions, offices and teams reporting to or through the ASG for Africa as well as other parts of the peace and security pillar and the UN system; and advances the continued implementation of reform and change management initiatives.
Responsibilities
The Principal Officer is the senior adviser dealing with a variety of political and managerial questions entrusted to the Assistant Secretary-General for Africa in the Departments of Political and Peacebuilding Affairs and Peace operations (ASG); monitors activities pertaining to the implementation of the functions entrusted to the ASG and the two Departments, providing substantive and managerial advice as required; liaises and coordinates with the relevant divisions, offices and teams reporting to or through the ASG for Africa as well as other parts of the peace and security pillar and the UN system; and advances the continued implementation of reform and change management initiatives. •Leads and Coordinates the provision of day-to-day support to the ASG, in accordance with DPPA-DPO priorities. •Leads, supervises and carries out the work programme and the management functions under the supervision and authority of the ASG. •Ensures the effective coordination of the work carried out by the different work units under the responsibility of the ASG with those of relevant agencies and bodies of the United Nations system. •Provides substantive reviews and inputs to all document emanating from Divisions and units reporting to or through the ASG. •Contributes to the timely preparation of reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, the General Assembly, the Security Council and other policy and decision-making organs, as appropriate. •Liaises with Special Political Missions (SPMs) and Peacekeeping Operations (PKOs) on substantive and strategic issues as necessary and upon the request of the ASG; •Ensures that the outputs produced by the Divisions and units reporting to or through OASG maintain high-quality standards; that reports are clear, objective and completed in a timely manner. •Recruits staff, including conducts interviews and evaluation of candidates for job openings, candidates taking due account of geographical and gender balance. •Manages actively, provides regular guidance, develops and trains staff under his/her supervision. •Fosters teamwork, communication and interact regularly with Directors of the Divisions and units reporting to or through the ASG to ensure that strategic guidance and directives by senior management are implemented; brings issues of concerns, challenges and possible solutions/recommendations to address them to the attention of the ASG. •Leads and supervises the organization and substantive preparations of meetings, seminars as directed by the ASG. •Participates in international, regional or national meetings and provides programmatic/substantive expertise on relevant issues; holds programmatic/substantive and organizational discussions with representatives of other institutions. •Ensure that the appropriate level of confidentiality for products is maintained.

Education
Advanced university degree (Master's degree or equivalent) in business or public administration, finance, accounting, law, social sciences or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of fifteen years of progressively responsible experience in human resources management, administration, logistics, financial management, budget or related field is required. At least three years of managerial experience at a senior level is required. Experience in supervising teams, projects and operations is required. Experience in dealing with African peace and security issues within an international organization is required. Experience advising a senior official in a front office setting is required. At least four years of field experience in Africa is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in both oral and written English and French is required. Knowledge of another official United Nations language is an advantage.
