Security Advisor for resilience project in Ukraine

Introduction

The Swedish Civil Contingencies Agency (MSB) recruits committed and skilled experts for our humanitarian, resilience and peace support operations worldwide on a daily basis. We have great experience on working together and strengthening other organisations, for example other civil protection agencies to prevent and prepare for crisis, conflicts or other disasters. MSB has actively supported Ukrainian, NGO:s and multilateral partners with expertise, capacity development and equipment already before Russia’s full-scale invasion of the ukrainan territory. MSB is now planning for a multi-year capacity development partnership in line with Swedish priorities aiming to increase Ukraine’s resilience and capability to reduce and manage consequences of emergencies and war.

MSB is searching for a Security Advisor to a multi-year MSB capacity development project that will be implemented in partnership with the Ukrainian Emergency Services (SESU), the Ukrainian National Police (NPU) and the State Special Transport Service (SSTS); a government entity responsible for humanitarian demining of infrastructure and agricultural land.

The Security Advisor plays a crucial role in the operational and security arrangements for the programme, its activities, staff and partner organisations. The position is full-time and the duty station is Kyiv, Ukraine. Preliminary start date is June 1st 2024.

MSB har aktivt stöttat ukrainska och andra parter med expertis, kapacitetsutveckling och material redan före Rysslands fullskaliga invasion av landet. MSB planerar nu för ett flerårigt samarbete för kapacitetsutveckling i linje med svenska prioriteringar som syftar till att öka Ukrainas motståndskraft och förmåga att minska och hantera konsekvenserna av kriser och krig.

MSB söker nu en Security Advisor till ett flerårigt kapacitetsutvecklingsprojekt som MSB gör tillsammans med Ukrainas räddningstjänst (SESU), ukrainska nationella polisen (NPU) och State Special Transport Service (SSTS); en statlig entitet med ansvar för humanitär minröjning av infrastruktur och jordbruksmark.

Security Advisorn spelar en avgörande roll i säkerhetsarbetet för programmet, dess aktiviteter, personal och partnerorganisationer. Tjänsten är på heltid och tjänstgöringsorten är Kiev, Ukraina. Preliminärt startdatum är 1 juni 2024.


Duties

As a Security Advisor your expected duties are to:

• Support the MSB team leaders and other partners in security-related matters

• Develop, implement and manage the security structure in the mission

• Establish a security risk analysis for the project, which forms the basis for a security plan and evacuation plan, as well as to develop security standards for e.g. accommodation, offices and transport

• Continuously monitor, assess and evaluate the security situation in the mission and, if necessary, implement additional security measures

• Carry out regular security updates and briefings

• Provide security support to MSB and other partners staff

• Produce relevant analyses that form the basis for security-related decisions

• Identify security-related training needs, as well as to develop and implement a training plan

• Ensure that all security and communications equipment is operational and ready for use

• Collaborate with MSB, relevant partners and organisations in Ukraine and in Sweden

• Other tasks that MSB sees as relevant

Qualifications

Experience

• A minimum of 5 years documented experience from the field of security

• Experience of conducting security risk analyses, security plans and translating these into security-enhancing measures

• Experience of working in an international context, preferably from the EU, UN, NATO or OSCE

• Hands-on experience of working in crisis and/or war-affected contexts

Education

• University degree in relevant field, such as security, political science, police, etc. and/or certifications within the field of security from e.g the UN or other relevant organisation.

A relevant combination of academic qualifications and experience may be accepted in lieu of a formal university degree.

Driving license class B is mandatory.

Languages

• Proficiency written and spoken English is a mandatory requirement.

• Ukrainian and/or Russian is desirable

Other requirements

We are looking for persons with a strong commitment towards international cooperations. It is of utmost priority that you understand, respect and act in the spirit of the mandate and core values of the MSB. Before a registration on MSB's roster, you need to fill in a self-assessed health declaration. If recruited for an international mission, you also need to undergo a health examination before departure. You must inform your regular employer of your potential assignment with the MSB. MSB operations are based on the needs of populations affected by crisis, and human equality. Contractual conditions

Working with the MSB on international operations means that you are temporarily employed by the MSB. The MSB pays salary as well as a comprehensive allowances and benefits package to field staff on international operations, ranging from free home leave travel to access to psychosocial support. In addition, participants on induction training and relevant specialist training courses receive remuneration from the MSB.

If selected for this position an evaluation will be done after the mission. The evaluation can result in an offer to be registered on the MSB roster. When you are registered on the MSB roster you can continuously receive interesting international job opportunities and invitations to stimulating and valuable trainings and exercises.

A registration on MSB roster is valid for three years. After this period your registration will be evaluated and you may be offered an extended registration. After being registered on the roster you need to conduct the MSB induction training and any specialist training courses required.

You’ll be employed one year at a time and before an extension of your employment we will perform an evaluation between Project Management, HR and you.
